The Logistics Division, DPIIT, Ministry of Commerce and Industry, in collaboration with MyGov, invites citizens' suggestions and comments on the National Transport Master Plan, covering connectivity, travel experience and transport priorities for the next 10 years.

The Logistics Division, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, in collaboration with MyGov, invites suggestions and comments from citizens for the preparation of the National Transport Master Plan, which will guide the country's road, railway, aviation, maritime and urban connectivity over the next 10 years.

On the occasion of the 5th Anniversary of the PM GatiShakti National Master Plan (13 October 2026), this discussion seeks the on-ground experience and ideas of citizens who travel every day, whether for work, study, business or family. The aim is an integrated, multimodal and citizen-centric transport network that makes the movement of people and goods faster, safer and smoother.

Citizens are invited to share views on the following:

      1. First and last mile connectivity: how easily you can reach and leave stations, bus stands, airports and ports.
      2. Amenities and facilities in Railways and Roadways: at railway stations, bus stands, highways and rest areas.
      3. Expected travel time and experience from the National Capital to State Capitals: what is reasonable and what you actually experience.
      4. Expected travel time and experience from State Capitals to District Headquarters: what is reasonable and what you actually experience.
      5. Preferred mode of travel: Rail, Road or Air, and why.
      6. Local transport, including Metro and buses: availability, reliability, comfort and safety.
      7. Infrastructure priority: whether the Government should prioritise Roads or Railways, and why.
      8. Adherence to traffic laws: your suggestions to improve road discipline and safety.

I propose integrated transport planning for Visakhapatnam, focusing on traffic congestion, railway connectivity, public transport and road safety. Special priority should be given to residents living across railway tracks who face long detours and difficulties accessing essential services. A joint survey should identify locations requiring foot overbridges, road overbridges or underpasses, particularly around Kancharapalem, Marripalem and Gopalapatnam. Improved feeder bus services, pedestrian facilities and drainage will further enhance connectivity and reduce travel time. The proposal should also address traffic congestion at major junctions, improve feeder bus services to railway stations and residential areas. These measures will support safer, inclusive urban development under Viksit Bharat @2047 and Swarna Andhra @2047. Katarey. Damodar Designation: Vision Staff – Swarna Andhra @2047 & Viksit Bharat @2047 Visakhapatnam West Assembly Constituency, Andhra Pradesh

[MEMORANDUM: NTMP INTEGRATED UPGRADE PLAN] TARGET AREA 01: LAST-MILE RINGS Establish a strict 300-meter "Zero-Choke Perimeter" around Tier-1/2 railway stations. Convert encroached approach roads into dedicated, barcode-scanned pickup bays for verified e-autos, removing unorganized middlemen and pricing fraud from the commuter journey. TARGET AREA 02: HIGHWAY UTILITY METRICS Mandate real-time IoT monitoring at all wayside amenities. Rest stops must broadcast live cubicle cleanliness states and functional EV grid availability directly to national mapping APIs, tying operator lease renewals to verified user satisfaction scores. TARGET AREA 03: AGRI-FREIGHT SPURS Deploy modular, solar-powered cold-storage pods directly alongside existing rural rail freight platforms. This architecture preserves perishable farm products at the origin node, cutting supply-chain loss by a projected 22%.

PROPOSAL: Multi-Modal Agri-Gateways & Behavior-Based Enforcement 1. Cold-Chain Rail Spurs: Prioritize dedicated rail spur infrastructure connecting regional APMC mandis directly to the nearest railway freight lines. By building solar-powered pre-cooling transit points at rural stations, we can eliminate mid-transit agricultural waste and directly reduce national food logistics costs. 2. Decentralized Transit Nodes: Instead of building massive, expensive central bus terminals in tier-3 towns, establish decentralized "Transit Pods" along outer bypass roads. Connect these to town centers using low-floor electric feeder midi-buses to keep heavy traffic outside residential zones. 3. Civic Safety Credit: Link automated traffic violation cameras (speeding, lane cutting) to a centralized commercial vehicle database. Fleet operators maintaining a "Zero-Infraction Score" over 12 months should receive priority processing slots at national toll gates and ports.

PROPOSAL: Micro-Hubs & Dynamic Right-of-Way Enforcement 1. Last-Mile Micro-Zoning: Ban unorganized paratransit parking within 200m of terminal gates. Replace them with dedicated, geo-fenced "Micro-Mobility Rings" featuring standardized PPP-model electronic ticketing counters for auto-rickshaws and shared e-bikes, integrated directly into the Indian Railways/Metro applications. 2. Dynamic Freight Lanes: Optimize capital-to-district highways by implementing variable electronic lane markers. Dedicate the leftmost lane exclusively to heavy commercial logistics vehicles during off-peak hours (10 PM – 6 AM), controlled by automated weigh-in-motion gantries. 3. Infrastructure Accountability: Mandate the use of PM GatiShakti National Master Plan spatial data to create public-facing "Digital Twins" of highway rest stops. This will allow citizens to track real-time water quality indexes, utility operational status, and EV charger availability before arrival.

      1. Amenities & Transit Hygiene: Develop standardized, secure highway amenities complexes every 40 km along national expressways. These must mandate accessible, hygienic restroom facilities, dedicated EV fast-charging arrays, and separate rest sheds for long-haul truck drivers. 2. Railway Priorities: Scale up the deployment of semi-high-speed Vande Bharat and Amrit Bharat train networks to seamlessly link tier-2 industrial towns directly to state capitals, targeting a maximum daytime travel window of 5–6 hours. 3. Rural & Agri-Logistics: Under PM GatiShakti, build specialized multi-modal cargo terminals near rural farming clusters. Linking multi-crop cold storage hubs directly to local railway freight lines will minimize transit decay, create employment, and cut overall logistics costs.

National Transport Master Plan Suggestions: 1. First/Last Mile Connectivity: Standardize unified transport hubs at all major A1-class railway stations and airports. Integrate prepaid paratransit lanes (cabs/autos), dedicated public EV bus loops, and shared e-mobility zones within a 500m radius to eliminate commercial passenger price gouging. 2. Emergency Lanes: Near major urban intersections (200m before signals), remove hard concrete dividers to create a dedicated center lane painted red. Secure it with rubber bollards for the exclusive movement of emergency ambulances, preventing traffic gridlock from costing lives. 3. Traffic Enforcement: Deploy automated AI-based CCTV networks at city junction choke points to monitor lane indiscipline, illegal parking near bus terminals, and wrong-side driving. Issue digital challans automatically to instill civic road safety rules.

National Transport Master Plan 1. First and Last-Mile Connectivity The Problem: Getting to and from airports, railway stations, and bus stands is hard because autos and cabs charge extra, buses are irregular, and walking paths are broken [cite: 1]. What to Do: Connect all transit hubs with metro, electric buses, and pre-paid taxis in one place [cite: 1]. Add shared e-bikes and safe walking paths within 2 km of stations [cite: 1]. 2. Amenities in Railways and Roadways The Problem: Major railway stations are cleaner now, but bus stands and highway stops in smaller towns lack clean water, seating, and proper toilets. What to Do: Build clean, usable toilets and handicap-friendly facilities at all bus stands [cite: 2]. Set up secure highway rest stops with food, EV charging, and vehicle repair shops every 40–50 km. 3. Travel: Capital to State Capitals The Problem: New expressways make travel fast, but entering or leaving big cities creates massive traffic jams.
