The Logistics Division, DPIIT, Ministry of Commerce and Industry, in collaboration with MyGov, invites citizens' suggestions and comments on the National Transport Master Plan, covering connectivity, travel experience and transport priorities for the next 10 years.

The Logistics Division, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, in collaboration with MyGov, invites suggestions and comments from citizens for the preparation of the National Transport Master Plan, which will guide the country's road, railway, aviation, maritime and urban connectivity over the next 10 years.

On the occasion of the 5th Anniversary of the PM GatiShakti National Master Plan (13 October 2026), this discussion seeks the on-ground experience and ideas of citizens who travel every day, whether for work, study, business or family. The aim is an integrated, multimodal and citizen-centric transport network that makes the movement of people and goods faster, safer and smoother.

Citizens are invited to share views on the following:

      1. First and last mile connectivity: how easily you can reach and leave stations, bus stands, airports and ports.
      2. Amenities and facilities in Railways and Roadways: at railway stations, bus stands, highways and rest areas.
      3. Expected travel time and experience from the National Capital to State Capitals: what is reasonable and what you actually experience.
      4. Expected travel time and experience from State Capitals to District Headquarters: what is reasonable and what you actually experience.
      5. Preferred mode of travel: Rail, Road or Air, and why.
      6. Local transport, including Metro and buses: availability, reliability, comfort and safety.
      7. Infrastructure priority: whether the Government should prioritise Roads or Railways, and why.
      8. Adherence to traffic laws: your suggestions to improve road discipline and safety.

Recommend a national policy framework enabling dual utilisation of commercial passenger vehicles for lightweight goods transportation. This can reduce logistics costs for MSMEs, improve ease of doing business, enhance driver incomes, and optimise existing vehicle utilisation. Integrating this approach into PM GatiShakti can strengthen MSME competitiveness and urban freight efficiency through better use of existing transport assets.

PM Gati Shakti is an excellent initiative by Hon'ble PM Modi Ji. I studied train management at Barkur Railway Station for my project and saw how manual systems are managed. With Gati Shakti's one-platform approach, even small stations will get faster, safer and technology-based connectivity. It will reduce logistics time and connect villages to ports. A great step for New India and Aatmanirbhar Bharat. Jai Hind!

Logistics accounts for nearly 8% of India’s GDP and is vital to 63 million MSMEs, yet similar freight services face different GST rates: 5% without ITC for GTA services versus 18% for courier and delivery services. With over 85% of MSMEs unregistered and unable to claim ITC, the higher rate directly increases costs, erodes competitiveness and risks encouraging informality. While the 57th GST Council extended 5% GST to e-commerce-linked deliveries, excluding courier and postal services perpetuates tax disparities, classification disputes and litigation. To advance PM GatiShakti and the National Logistics Policy, the Government should extend a uniform 5% rate without ITC to all goods transport, courier and delivery services, while retaining an optional 18% rate with ITC for capital-intensive operators. A phased roadmap to bring petrol and diesel under GST would further address cascading fuel taxes that inflate freight costs by 6–8%.

The goal should be to establish a dedicated track for freight trains across all railway routes nationwide within the next decade. The Railways may decide on the construction of double lines based on revenue considerations. All types of railway manufacturing units should be 100% privatized to foster production and competitiveness. India should expand ship-breaking facilities—which generate a high demand for steel—across the country.Greater emphasis must be placed on the manufacturing of cargo ships and shipping containers. Logistics and supply chain exhibitions, currently held in the country's major cities, should also be organized in Tier 2 cities. In addition to permitting the operation of private freight trains, authorization could also be granted for the operation of passenger trains with 'superfast' status. Training centers for railway operations, as well as for the operation and maintenance of heavy vehicles, should be privatized.

Please find attached the recommendations of the Personal Vehicle Pooling & Sharing Association (PVPSA), representing platforms including BlaBlaCar, QuickRide and GreenCar. We urge the National Transport Master Plan to recognise non-commercial carpooling and peer-to-peer carsharing as distinct shared-mobility modes, with separate, harmonised national regulatory frameworks. These models can (1) strengthen first- and last-mile connectivity to railway stations, bus terminals and airports; (2) support designated pick-up points, parking and highway amenities; (3) supplement travel between Delhi, State capitals and district headquarters; (4) provide flexible road options alongside rail and air; (5) improve access to metros and buses and (60 Digital KYC, licence and vehicle verification, trip records and grievance redressal can improve road safety and accountability. Better use of existing vehicles can expand mobility capacity without commensurate new road or rail infrastructure.

The government can establish electric truck charging and repair infrastructure alongside Apna Ghar centres for truck drivers. Trucks/buses can be charged while drivers rest and have meals. This will encourage transporters to purchase electric trucks as they are usually scared of midway breakdown problem and no charging facility. Such facilities can serve all electric vehicles, including essential charging and emergency repair services of electric vehicles. This initiative will reduce transportation costs, replace imported diesel with domestically produced electricity, reduce carbon emissions, and improve transporters' profits. Lower logistics costs will reduce the input and final costs of Indian manufactured products, increasing their competitiveness in global market. Such infrastructure will also increase awareness and adoption of electric trucks, increase merchandise exports, reduce crude oil imports, and strengthen India's energy security.

Toll taxes on commercial vehicles should be reduced, as they account for nearly 5% of transportation costs. Halving these taxes could reduce transportation costs by 2.5%, lowering logistics costs across India. This would reduce the input and final costs of Indian-manufactured products, enhance their competitiveness in international markets, and help curb inflation.
