The Logistics Division, DPIIT, Ministry of Commerce and Industry, in collaboration with MyGov, invites citizens' suggestions and comments on the National Transport Master Plan, covering connectivity, travel experience and transport priorities for the next 10 years.

The Logistics Division, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, in collaboration with MyGov, invites suggestions and comments from citizens for the preparation of the National Transport Master Plan, which will guide the country's road, railway, aviation, maritime and urban connectivity over the next 10 years.

On the occasion of the 5th Anniversary of the PM GatiShakti National Master Plan (13 October 2026), this discussion seeks the on-ground experience and ideas of citizens who travel every day, whether for work, study, business or family. The aim is an integrated, multimodal and citizen-centric transport network that makes the movement of people and goods faster, safer and smoother.

Citizens are invited to share views on the following:

      1. First and last mile connectivity: how easily you can reach and leave stations, bus stands, airports and ports.
      2. Amenities and facilities in Railways and Roadways: at railway stations, bus stands, highways and rest areas.
      3. Expected travel time and experience from the National Capital to State Capitals: what is reasonable and what you actually experience.
      4. Expected travel time and experience from State Capitals to District Headquarters: what is reasonable and what you actually experience.
      5. Preferred mode of travel: Rail, Road or Air, and why.
      6. Local transport, including Metro and buses: availability, reliability, comfort and safety.
      7. Infrastructure priority: whether the Government should prioritise Roads or Railways, and why.
      8. Adherence to traffic laws: your suggestions to improve road discipline and safety.

Never drink and drive: Drive only when fully alert. Respect pedestrians: Stop at zebra crossings and give people space to cross safely. Maintain lane discipline: Stay in your lane and avoid sudden turns. Spread awareness: Organise road safety campaigns in schools and communities. Improve roads: Maintain roads, streetlights, and traffic signs properly. Enforce traffic laws: Take strict action against traffic rule violations.

Extend centrally controlled automatic doors to ordinary passenger and express trains in phases, prioritising routes with high passenger volumes and accident risks. Integrate door-lock sensors and departure interlocks so trains cannot move until all doors are securely closed, while retaining emergency evacuation mechanisms. Make advanced railway safety accessible to every passenger, not just those travelling on premium trains.

Railway transport, as a mode of land  travel, needs to be improved. A policy decision should be implemented to ensure that every passenger who purchases a ticket is guaranteed a seat. 'Superfast' and even faster trains should be converted into double-decker coaches—with one level dedicated to sleeper berths and the other to reserved chair.. This would allow for a greater number of passengers to travel. During festivals and holiday seasons, the sleeper berths should be replaced with reserved chair coaches. This would generate additional revenue for the railways. RPF security should be provided for all reserved coaches. The encroachment of reserved compartments—a common occurrence when traveling by train in the northern states—is unacceptable, as it can severely compromise the travel experience. Furthermore, 30% of the coaches on express and superfast trains should be designated as unreserved.

Preferred Mode of Travel: Rail I prefer rail travel because it offers an affordable, comfortable and relatively sustainable way to travel over medium and long distances. It connects cities, towns and rural areas while reducing road congestion. For the next 10 years, priority should be given to expanding railway connectivity, improving punctuality, cleanliness and passenger safety, increasing train frequency, and ensuring better last-mile connectivity through buses, metro and other public transport. A reliable, accessible and well-integrated railway network can make travel smoother, safer and more convenient for every citizen. Eg. 1.]Maintain clean coaches, toilets and platforms, with regular cleaning and adequate dustbins.2.]Expand rail services to smaller cities, towns and rural areas, with more direct trains between major destinations.3.]Integrate railway stations with buses, metro services, local trains and affordable feeder transport.

further to my comments 16. while designing highways railway connectivity/airport connectivity/maritime connectivity should be ensured 17. transporting of material and passengers shall not be mixed and shall not be allowed. 18. cost of maritime transport is cheap, hence maritime means shall be given preference/ 19. other than maritime transport, requirement of fuel consumption is more , hence preference shall be given for transporting goods.

The Government should prioritise railways, while keeping roads as a supporting network. Railways carry heavy goods and large numbers of passengers over long distances at a much lower cost per tonne, use less fuel and cause less pollution. This matters in India, where roads carry about 70% of freight and trucks burn more than half of the country's petrol and diesel. Moving more freight to rail would lower logistics costs, cut fuel imports, reduce emissions and ease congestion and accidents on highways. Trains also give ordinary people affordable and safe travel. Roads still matter because only they can reach villages, farms and remote areas, so rural and last-mile roads should keep getting funded. The best approach is to make railways the backbone of the transport system and roads the feeder links that connect people and goods to it, which gives the country a cheaper, cleaner and more efficient network for long-term growth.

Unified Multimodal Hubs: Institutionalize the PM GatiShakti framework to merge rail, road, inland waterways, and aviation into single-window logistics hubs (MMLPs). This slashes logistics costs and eliminates transit bottlenecks. Green Freight & Decarbonization: Aggressively shift heavy freight from highways to electrified dedicated rail corridors. Mandate 100% green energy sourcing for all transport terminals, public buses, and last-mile delivery fleets. Inclusive Rural-Urban Linkages: Connect Tier-2/3 cities and agricultural clusters to national economic corridors via high-speed feeder routes and cold-chain integrated rural networks, driving decentralized economic growth. Smart & Resilient Networks: Deploy AI-driven digital twins, real-time traffic analytics, and the Unified Logistics Interface Platform (ULIP) for predictive maintenance and congestion-free routing, while engineering climate-resilient highways and tracks. Citizen-Centric Safety: Embed universal accessibility

In national highways, no autorickshaw, town buses should be allowed. Last lane should be for slow moving vehicles and this written in the road at regular distance. Anybody violating this rule should be given punishment like penalty or cancellation of their driving licence.
