The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions for the preparation of a Standard Operating Procedure (SOP) on the “Care and Protection of Children of Incarcerated Prisoners.”

The SOP will be prepared with the objective of strengthening mechanisms for the identification, care, protection, rehabilitation, and overall welfare of children who are living with or are otherwise affected by the incarceration of their parents or guardians.

The SOP seeks to ensure that the rights, safety, dignity, and best interests of such children are duly protected through a coordinated, child-sensitive, and holistic approach.

NCPCR invites suggestions and inputs from stakeholders and citizens to help strengthen the proposed SOP and ensure effective mechanisms for the care, protection, and welfare of children affected by parental or guardian incarceration.

The key areas where public suggestions and government policies can make a real difference are: Better coordination: Prison authorities, police, Child Welfare Committees, and schools should work together so children are identified and protected quickly when a parent or primary caregiver is detained. Education and healthcare: Children should be able to continue their education without discrimination or financial problems and should have access to regular healthcare. Mental health support: Children should receive counseling and psychological support to help them deal with separation from their parents and social stigma. Safe family contact: Prisons should provide child-friendly visiting areas and safe virtual communication facilities so children can stay connected with their parents. Financial and foster support: When relatives cannot provide proper care, children should receive financial assistance, foster-care support, or safe shelter when necessary.

My Suggestion for SOP on Children of Incarcerated Prisoners: 1. *At the time of admission of prisoner:* Mandatory declaration if they have children below 18 years and immediate intimation to District Child Welfare Committee (CWC) and District Child Protection Unit (DCPU). 2. *No child should stay in prison beyond 6 years:* Strict adherence to existing jail manual and shift to alternative care - kinship care, fit facility or Children Home with proper education. 3. *Maintain Family Bond:* Regular, child-friendly video calls and मुलाकात with incarcerated parent in a non-intimidating environment, without prison uniform or handcuffs in front of child. 4. *Confidentiality and No Stigma:* Child's identity, school records should not mention parent's incarceration status. Ensure continuity of education in same school. 5. *Holistic Support:* Free legal aid, health checkup, mental health counselling, and sponsorship under Mission Vatsalya for such children.

Sir/Madam, I request that children of incarcerated prisoners be provided with proper education, healthcare, food, safety and emotional support. They should not face discrimination because of their parents’ situation. Counselling and financial assistance should also be provided whenever needed. I hope these suggestions will help protect their rights and secure their future. Yours faithfully, Sathi Ghosh

It's plays a crucial role in our living society... Students or Children need care and support of their parents and if they'll not support them..then who will do so? So, I hereby request to all the Parents to be aware about the students thoughts and beliefs that they want to share with u all.

A parent's prison sentence must never become a child's life sentence. Every child deserves a future free from stigma, fear and neglect. The SOP should focus on early identification, compassionate care and protection, and meaningful rehabilitation through emotional counselling, uninterrupted education, safe shelter and family support. Let us ensure that while parents serve their sentences, children remain free to dream, grow and shine.

Introduce child-friendly visiting rooms in prisons alongside regular financial stipends and free counseling to protect and support the well-being of children with incarcerated parents.

Its a critical issue. The victim and their children will go through psychological and stressful life without each other. Through income tax and corporate industries has to allocate funds for this social cause. Every state's Chief Minister allocate budget to help this cause.

This document outlines "Project Ujjwal-Setu," an innovative framework designed to break the intergenerational cycle of crime by transforming the children of incarcerated parents into highly educated, economically productive citizens, thereby delivering immense strategic and economic dividends to India.
