The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions for the preparation of a Standard Operating Procedure (SOP) on the “Care and Protection of Children of Incarcerated Prisoners.”

The SOP will be prepared with the objective of strengthening mechanisms for the identification, care, protection, rehabilitation, and overall welfare of children who are living with or are otherwise affected by the incarceration of their parents or guardians.

The SOP seeks to ensure that the rights, safety, dignity, and best interests of such children are duly protected through a coordinated, child-sensitive, and holistic approach.

NCPCR invites suggestions and inputs from stakeholders and citizens to help strengthen the proposed SOP and ensure effective mechanisms for the care, protection, and welfare of children affected by parental or guardian incarceration.

Jail ki mulakatein child-friendly ho: Aaj ke time mein jail ke andar ka mahol bachchon ke liye bahut hi darawana hota hai. Wahan agar thoda alag aur achha environment ho, jahan woh bina kisi dar ke apne parents se mil sakein, toh unka mental stress thoda kam hoga. Legal Guardian ki suraksha: Agar kisi bachche ke dono parents jail mein hain, toh kai baar rishtedaar ya doosre log unka fayda uthane ki koshish karte hain. Iske liye ek strong legal system hona

Children should never suffer discrimination or neglect because of their parents' imprisonment. The government should establish a child-centred system to identify and protect such children and ensure their safety, dignity, and overall development. Every child should have access to education, nutritious food, healthcare, psychological counselling, and financial assistance according to their needs. Safe family-based care should be prioritised, provided the environment is suitable. Children must be protected from abuse, exploitation, bullying, and social stigma. Their identities and personal information should remain confidential. Prison authorities, schools, hospitals, Child Welfare Committees, and child protection agencies should coordinate to provide individualised support and regular follow-up. Rehabilitation programmes should promote emotional well-being, education, and future independence. The child's best interests must guide every decision.

I would like to submit the attached policy proposal, “Girl Child Future Guarantee Program,” for consideration by the Ministry of Women and Child Development and other concerned authorities. The proposal aims to strengthen long-term educational support for girls by connecting support provided at birth with verified educational milestones, while protecting the benefit for the girl herself. It is intended to complement existing government schemes rather than replace them. The attached document outlines the proposed framework, safeguards, possible funding mechanisms, pilot approach, and areas for further expert evaluation. I respectfully request that the proposal be considered as a citizen-led policy suggestion and, if appropriate, forwarded to the relevant department for further examination.

They can take the advice of educated peoples. There are sometimes different facilities from district or state's administration. On the other hand, advice from court is sustainable.

*Title: Children of Incarcerated Prisoners: What can be done to support them?* *By Neha Chauhan* Children of incarcerated prisoners are innocent and should not be punished for their parent's mistake. They often face trauma, stigma, poverty and loneliness. Society often neglects them, but they need our maximum support. We can support them in many ways: *1. Education:* Ensure free, continuous schooling, books, and scholarships so their studies never stop. School should be a safe space. *2. Counseling:* Provide emotional support and psychological counseling. They suffer from anxiety and shame, so safe listening and love is needed. *3. Legal Aid:* Protect their rights under Juvenile Justice Act. Ensure they get legal guidance and child protection services. *4. Family Support:* Strengthen community care,

A child should not carry the consequences of a parent's incarceration. I suggest creating a Child Continuity & Dignity System under which every child affected by the imprisonment of a parent is confidentially identified and assigned a designated child-support officer who remains responsible for the child's welfare until a stable arrangement is established. Instead of providing only temporary financial assistance, the system should ensure continuity of education, healthcare, nutrition, emotional support and safe family relationships.I would like to end with one simple thought: children should not be made to pay for the mistakes of their parents. They deserve the opportunity to study, grow, dream and build their own future without carrying the burden of someone else's actions. If we can protect a child's education, dignity and hope during one of the most difficult periods of their life, we are not only helping one child—we are protecting the future of our society.

My Suggestions on the Care and Protection of Children of Incarcerated Parents In my opinion, children should never have to suffer for the actions of their parents. When a parent is sent to prison, a child may suddenly feel helpless, insecure and emotionally hurt. They may miss their parent and constantly hope that their family can become normal again. One major concern is the child's education and financial security. If the family has no stable source of income, some children may be forced to leave school and become vulnerable to child labour, exploitation or discrimination. Younger children may also be left in the care of older siblings, creating a difficult responsibility for them. I believe there should be a clear and easily accessible support system specifically for such children. Every identified child should be assessed to understand their living conditions, education, health and emotional needs. They should receive help with education, basic necessities, counsel
