      The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions for the preparation of a Standard Operating Procedure (SOP) on the “Care and Protection of Children of Incarcerated Prisoners.”

      The SOP will be prepared with the objective of strengthening mechanisms for the identification, care, protection, rehabilitation, and overall welfare of children who are living with or are otherwise affected by the incarceration of their parents or guardians.

      The SOP seeks to ensure that the rights, safety, dignity, and best interests of such children are duly protected through a coordinated, child-sensitive, and holistic approach.

      NCPCR invites suggestions and inputs from stakeholders and citizens to help strengthen the proposed SOP and ensure effective mechanisms for the care, protection, and welfare of children affected by parental or guardian incarceration.

      My Suggestion: “Child Support Passport” Children should never suffer because their parent or guardian is in prison. They may face problems related to education, money, healthcare, emotional wellbeing, safety and social stigma. Therefore, I suggest that the SOP should introduce a “Child Support Passport”, which would be a confidential support record for every child affected by the incarceration of a parent or guardian. The purpose of this record should not be to label or stigmatise the child. Instead, it should help authorised child-protection authorities understand the child’s needs and make sure that no important support is missed. The Child Support Passport could record: * whether the child has a safe and suitable caregiver; * whether the child is attending school regularly;

      Care and Protection of Children of Incarcerated Prisoners Children of incarcerated prisoners need special care and protection. They should receive safe shelter, food, healthcare, education, and emotional support. They must be protected from neglect, abuse, discrimination, and stigma. Children should not be blamed for their parent's actions. Where appropriate, they should maintain contact with their parents through visits or communication. Educational and financial support should be provided to ensure their studies and well-being. Government agencies, families, schools, NGOs, and communities should work together to protect their rights, dignity, safety, and future.

      Children of incarcerated prisoners are among the most vulnerable members of society.when a parent is send to prison , children may face emotional, financial, education problem. If possible and safe , children should be allowed to maintain healthy contact with parents through visit , letter and any other things happen. As I am also a girl child I think that if government will provide a place to stay , I think girls and boys should stay in different place . I think the girls will feel comfortable and good. Children should allow to go to school and get educated and children should get food in school so children can come to school or education and go home after eating food . Government can make reels or posters for donating money for the children. I think it is also not good for a child to say with is mother or father if they have done a big crime, there is no 100% surety that child is safe and comfortable with his /her parents. Is good to stay under government do children

      Particular attention should be given to risks of: Abuse or neglect Exploitation and trafficking Child labour Early/forced marriage Homelessness or unsafe migration Substance use Violence within the household Online exploitation Any safeguarding concern should trigger the appropriate child-protection response rather than being treated simply as a family or disciplinary issue.

      Identify all children dependent on or regularly cared for by an incarcerated parent. Assess age, health, education, emotional wellbeing, living arrangements, financial needs, disability, and safeguarding risks. Identify whether the child has a safe and stable caregiver. Maintain a confidential individual care plan for children requiring additional support.

      Children whose parents are incarcerated may face separation, stigma, disrupted schooling, financial hardship, emotional distress, and increased safeguarding risks. A child-centred framework should ensure that the parent's incarceration does not become the child's punishment.
