The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions for the preparation of a Standard Operating Procedure (SOP) on the “Care and Protection of Children of Incarcerated Prisoners.”

The SOP will be prepared with the objective of strengthening mechanisms for the identification, care, protection, rehabilitation, and overall welfare of children who are living with or are otherwise affected by the incarceration of their parents or guardians.

The SOP seeks to ensure that the rights, safety, dignity, and best interests of such children are duly protected through a coordinated, child-sensitive, and holistic approach.

NCPCR invites suggestions and inputs from stakeholders and citizens to help strengthen the proposed SOP and ensure effective mechanisms for the care, protection, and welfare of children affected by parental or guardian incarceration.

In my view, children of incarcerated prisoners deserve love, care, and equal opportunities like every other child. They are not responsible for their parents' actions, so they should never be judged or discriminated against because of their family situation. The government, schools, NGOs, and society should work together to provide them with education, financial assistance, emotional support, and a safe environment. I believe that with proper care and understanding, these children can overcome their difficulties and build a bright future. Every child deserves a happy childhood, respect, and a chance to live with dignity.

Women’s vital household contributions and unpaid work deserve recognition by treating the husband’s income as joint family income for tax purposes. This will encourage upbringing of kids, without spending much time in creche.

The SOP should establish a coordinated system to identify and protect children affected by parental incarceration. Every child should receive access to education, healthcare, nutrition, mental health counselling, and eligible government welfare schemes. A designated caseworker should coordinate support among prison authorities, Child Welfare Committees, District Child Protection Units, schools, and healthcare institutions. Safe, child-friendly visits and communication with incarcerated parents should be facilitated wherever appropriate and consistent with the child's best interests. Alternative care should be arranged when necessary, without automatically placing children in institutions solely because a parent is imprisoned. Strict confidentiality must protect children's identities and prevent discrimination, bullying, and social stigma. Special safeguards should protect children with disabilities and those at risk of abuse, neglect, trafficking, or homelessness. Regular welfare asses
