The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions  on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”

The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.

The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.

The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.

Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

I read it carefully and sent in my suggestions. The document is attached here for anyone who wants to see them. A few of the points I raised: 1. Children who are out of school and living with their families have no clear place in the draft. The pathway is built mostly around schools. 2. Anyone who reports a seller or a child being used as a carrier needs protection. Drug networks can harm people, and if reporting puts you at risk, people will stay silent. I have suggested an anonymity clause and Child Helpline 1098 as an anonymous reporting channel. 3. The State, not the person who reported, should be the party in the case. A reporter who keeps getting pulled into court will not report a second time. 4. The draft sets no timeline for NDDTC, AIIMS to develop the treatment and assessment protocols, though training in schools depends on them. I have also pointed out a few inconsistencies in the draft that should be fixed before it is finalised.

To, Hon. Prime Minister India, Respected Modiji, Namaskar. Your work has been an inspiration to us for more than two decades. India’s multi-fold progress under your leadership has made India a strong and thriving nation. We are writing this letter as in response to your request for a slogan, picture, or street play for नशा मुक्त भारत अभियान. We have attached a song titled ‘ SAIYAM- SAIYAM’, composed for the project SAIYAM (Self-Awareness in Youth for Anti-addiction Motive) in 2019 . The students recite this song daily in the project ‘SAIYAM’ sessions. Students enjoy singing it with enthusiasm. Below are the links which will lead you to the clips of the song sung by facilitators and children both. https://drive.google.com/file/d/1Bv6ILbHJ3AIdz8RS4iSsFlqAPOegNRMu/view?usp=sharing https://drive.google.com/file/d/1_-bExAYuuyb9zp5UAUUbvru54PfLWZ3T/view?usp=drive_link We would be most happy to share about any other information in this regard. Strategic health planning for women and children focuses on building an inclusive, resilient healthcare ecosystem that addresses the unique medical and nutritional needs of mothers and infants. Effective health planning integrates preventive, promotive, and curative services to ensure equitable access to quality care from grassroots community levels to specialized facilities. By prioritizing maternal well-being, universal immunization, and nutritional security, these frameworks aim to drastically reduce preventable mortality rates and foster long-term societal health.

Vishay: Sarkari Yojna Gaon Tak Kaise Pahuche Maananiya Pradhan Mantri Ji, Mera sujhav hai ki sarkari yojnaon ko gaon tak pahuchane ke liye: 1. Har gaon me, sadkon par aur Panchayat bhawan par yojnaon ke poster Hindi me lagaye jayen. 2. Har Block me kuch sarkari log niyukt kiye jayen jinka kaam gaon me ja kar logon ko ikattha karke yojna ki jankari dena ho. 3. School me bachchon ko sikhaya jaye ki labh na milne par Jansunwai / 1076 par shikayat kaise karni hai. Bachche ye kaam sabse achhe se kar sakte hain. Vishay: Mantriyon ki Yogyata, Kaale Dhan ki Jaanch aur Yojnaon ke Prachar Hetu Sujhav Maananiya Pradhan Mantri Ji / Mukhya Mantri Ji ko Sadar Pranam, Main Gram Kondri Khas Supa, Panchayat Balua Ta0 Kodri, Vikas Khand Bansi, Janpad Siddharthnagar, UP ki nivasi hun. Mera gaon aaj bhi moolbhoot suvidhaon se vanchit hai. Is anubhav se mere kuch sujhav hain: 1. Mantri Kaise Hone Chahiye: Shiksha Mantri aisa vyakti ho jo khud teacher raha ho aur garib bachhon ko free me padhata ho, jaise Khan Sir, jo cheating ke virudh ho aur jaat-paat se upar sochta ho. Swasthya Mantri aisa Doctor ho jisko dawaon ka gyaan ho aur jan-kalyan ke liye kaam karta ho. Raksha Mantri ke liye retired Army General / Officer ko salahkar banaya jaye jo yudh ke parinamo ko samajh kar sahi faisla le sake. 2. Kaale Dhan ki Jaanch: Sabhi Neta, Mantri aur bade Sarkari Adhikariyon ki sampatti ki nishpaksh jaanch honi chahiye. Isse desh ka bahut saara black money bahar aa sakta hai.
