The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions  on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”

The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.

The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.

The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.

Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

1.Prevention from an early age – Introduce age-appropriate life-skills education, emotional regulation, decision-making and substance-use awareness in schools. 2.Early identification and screening – Establish routine, confidential screening for children at risk, particularly those showing behavioural, academic or social changes. 3.Strengthen school-based response – Train teachers, counsellors and school health staff to identify warning signs and follow a standard referral pathway. 4.Child-friendly counselling – Provide confidential, non-judgmental psychological counselling and brief interventions rather than punitive responses. 5.Family engagement – Educate parents/caregivers about risk factors, warning signs, communication skills and supportive responses to substance use. 6.Accessible referral services – Develop clear linkages between schools, child-friendly health services, mental-health professionals, de-addiction centres and child-protection services.

Spending a decade in very interior rural part of our country, I came up with a project plan which cover up this issue in detail. It's about the environment, children do not have anything to put their energies into and they are by default get that environment and eventually start doing the same activity. We need to change the environment. How? by providing meaningful activities where every age group is contributing in the society with the required task needed to sustain that community. A high level project plan of a model village is included as attachment. If someone understand this and provide me a chance to present the project in detail, I would be happy to do that and can provide a showcase with results. It is very easy to achieve this. Please spend some time and if possible let's bring this to implementation. There are examples in our own country we just need to find and implement right solution. No technology, no control, just giving right environment and right direction

The SOP should focus on preventing drug, alcohol and substance use among children through regular awareness programmes in schools. Children should be educated about the harmful effects and risks of addiction in simple language. Teachers and parents should be trained to identify early warning signs and provide support. Children affected by substance use should receive confidential counselling, medical treatment and rehabilitation instead of stigma or punishment. Easy access to child-friendly helplines and reporting systems should also be provided. Strong coordination among schools, families and authorities can help protect children from substance abuse and trafficking.

In India, substance abuse among children is becoming a serious concern, affecting not only their health and education but also their future. Children may be drawn towards drugs due to peer pressure, family problems, neglect or simply the easy availability of such substances. What may begin as curiosity or an attempt to fit in can gradually become a serious problem. From a legal perspective, children need more than punishment. Articles 21, 39(e) and 39(f) of the Constitution emphasise their dignity, safety and healthy development. The NDPS Act, 1985 addresses illegal drugs and trafficking, while the Juvenile Justice Act, 2015 focuses on care, protection and rehabilitation. Therefore, while those who supply or exploit children must be held accountable, children affected by substance abuse should receive proper counselling, treatment and support to rebuild their lives.

Drug and substance use among children is a serious concern because it can negatively affect their physical health, mental well-being, education, relationships and overall development. Children may become vulnerable because of peer pressure, stress, family difficulties, lack of awareness, social influences or exposure to substance use. Therefore, prevention and early intervention are essential. According to the information displayed in the consultation, the SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021. The proposed framework will also consider inputs from stakeholders, emerging best practices, recent research and relevant recommendations.
