The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions  on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”

The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.

The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.

The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.

Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

The SOP should establish a child-friendly system for preventing substance use, identifying children at risk, and providing timely support. Schools, parents, healthcare workers, and Child Protection Units should receive awareness and training to recognize early warning signs without stigmatizing children. Confidential counselling, medical treatment, rehabilitation, and follow-up support should be accessible to every child in need. Families should receive guidance to support recovery and prevent relapse. Children affected by substance use or drug trafficking should be treated as children in need of care and protection, not automatically as offenders. Strict action should be taken against those who exploit children for drug trafficking. A coordinated mechanism involving police, schools, healthcare institutions, and child protection authorities should ensure timely referrals, confidentiality, and accountability. Regular monitoring and accessible helplines should help children seek assistan

There should be a different subject on prevention of drugs substances and its consumption for the Childeren of class 1-5 as these classes leave huge impact on children behavior and character. As a additional subject this can taught them that why is it important to stay away from drugs, it's harmfulness and diseases caused by this. If children will have deep knowledge about this from their childhood, there could be higher chances that consumption of drugs and substances can decrease among children at a great pace. I hope this suggestion was helpful. Mygov team Thank you !

Media platforms and entertainment content often glamorize substance use and weaken family values, which acts as a psychological trigger for vulnerable children. The framework should include strict media guidelines in coordination with relevant authorities to prevent the glorification of drugs in films and media, thereby protecting children from negative behavioral influences Media and social media bear a social responsibility. Children can lead healthy lives within good family structures. It is dangerous for parents to be engrossed in social media; time limits are essential. Parental negligence is the reason for the majority of cases where children become addicted to drugs.
