The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions  on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”

The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.

The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.

The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.

Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

My Name is Harnaaz Kaur and I am 9 years old Athlete from Punjab. and My Suggestion is “One Child, One Sport, One Safe Circle” I suggest that the proposed framework include a “One Child, One Sport, One Safe Circle” model for schools and communities. Every child should be encouraged to choose at least one regular sport or physical activity and become part of a positive peer group led by trained teachers, coaches or youth mentors. These groups can provide children with a safe space after school, build confidence and discipline, and help adults notice early changes in a child's behaviour, friendships or participation. Sports should not be presented as a treatment for substance use, but as one protective and preventive environment alongside awareness, counselling and professional support. Children identified as vulnerable should be connected confidentially with trained counsellors and appropriate government support services, rather than being labelled or punished.

Elders who all look after children from home and outside home make a regular process of watching what is going into mouths of children. Small things or edible items checking about the content in then and strict monitoring what is sold as eateries. Premises of institutions should have third eye camera to watch what's happening around children and eating persons approaching. Substance abuse raw material plants and material should be banned and the same be used and grown by strict monitoring by medical personnel. Every citizen is responsible to get knowledge and move against and act against substance abuse and the products and those appearing as edibles but prone for adulteration.

A child's first environment is the home. Drugs are an escape route. 1. Parents should not just "pay fees " for the child's schooling . 2. Provide supportive enviornment in the home where the child feels secure, protected, respected and at ease despite both his gender and age. 2. The parents should always "talk to the child". 3. Every child is unique "not necessarily in studies". The child may possess life skills parent may not be aware of. child should not be coerced or pressurised to bring " 90%" or " Take Science" 4. Parents should stop fighting and abusing each other in front of their child. 5. Children should not be blamed for "taking sides of either parent" when in dispute. 6. Respect every child despite the age. Do not compare them to their peers ever. 7. Support them positively. Do not judge them. 8..Trust your children and respect your spouse in front of the child. 9. Do not body shame children on basis of color of skin or weight.

A child’s future should never be destroyed because of substance use. I suggest that the proposed framework should focus on building a strong prevention system rather than waiting until a child is already affected. Schools should conduct regular age-appropriate awareness sessions, provide accessible counselling, and create a safe environment where children can report peer pressure, exploitation or substance-related concerns without fear. There should be a clear system for identifying vulnerable children at an early stage and connecting them with qualified counsellors, healthcare professionals and child-protection services. Parents and teachers should also receive practical training so they can recognise warning signs and respond with support rather than punishment or stigma.

MSMEs are dying under steep steel price hikes by SAIL. Saying “steel is deregulated” cannot be an excuse for the Government to abandon MSMEs. Is government protection only for the rich and powerful, while small businesses are left to die? Is this the meaning of “Seva” to the nation?
