The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions  on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”

The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.

The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.

The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.

Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

The framework should adopt a child-centred, trauma-informed and rights-based approach, treating substance use as both a health and child-protection concern. It should cover prevention, early identification, screening, emergency response, counselling, treatment, rehabilitation and reintegration. Special protocols are needed for railway stations, streets, slums, schools and trafficking hotspots. Every identified child should be assessed for mental health, violence, sexual exploitation, trafficking, coercion and family vulnerability. Clear referral pathways between CWC, DCPU, Police/GRP/RPF, Health Services, NCB and NGOs should define roles and accountability. Family counselling, peer-led prevention, education, life skills, relapse prevention and follow-up should be included, along with confidential documentation, gender-responsive services and meaningful child participation.

contd:- So, the most important parameters which is to be focused in all the ways is the Government of India should start a campaign in every streets and states regarding banned on harmful substances and dangerous intoxication which is been taken by all age group within the age of 18 years. I am really thankful and appreciate the way the government is engaged with this type of activity in all the conditions. The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.” The Government should start and focus on a time frame to start an awareness session in all schools, colleges, universities and in streets and home to home Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected

Early awareness and education should be provided in schools about the risks and consequences of drugs and substance use in age-appropriate language. Counselling services should be easily available in schools and communities so children can seek help without fear or stigma. Parents and teachers should be trained to identify early warning signs and respond with support rather than punishment. Stronger access to rehabilitation and mental-health services should be provided for children who are already using substances. Peer-support and mentorship programmes can encourage children to make healthy choices and seek help when needed. Safe recreational activities, including sports, arts and skill-development programmes, should be promoted to provide positive alternatives. A child-friendly reporting and referral system should be established so concerns can be reported confidentially and children can quickly receive appropriate support.

Contd:- bad vulnerabilities, yesterday I was busy with my work and today I again come with the same topic which is really a very serious and dangerous issues which is hampering the ecomoic growth of every children from day to day results, It is also not dim or fit to allow the childrens to take their own decisions until and unless their age moves towards the age which can help to be an adult, it is really a disturbing activity which can be seen in todays generation and the reason behind this is the parents are not taking care of their children very effectively and properly where it is been found that in maximum families, the parents are unable to give time to their ward for which this type of reasons where activity and incidents are taking place where childrens are found using intoxication substances like drugs , cigrattes, alcohol and many more dangerous and harmful substances which becomes a challenge for their life and health, not only boys but even girls have become a part of this

Children learn bad habits under peer pressure. Availability of drugs matter first. The sources need action. Secondly, higher standards of morality and competitiveness of society can refrain them from attractions. The advertisements, movies, media are the carriers of values. They should be controlled and used to create self awareness. The social landmarks build status and pride among kids. The historical heroes, and festivals connecting places and heritage do boost their pride pulling them selves away from such habits. Beyond such actions, if some youngster falls into addiction then he should not get stamped with the same. He should have respectful exit and not the shame. With opportunities to contribute and build himself and family.

I feel that preventing drug and substance use among children should start at an early age. Many children may not fully understand the dangers of drugs or may be influenced by friends, social media or difficult situations at home. Schools and colleges can play an important role by conducting regular awareness programmes, counselling sessions and life-skills activities in a friendly and understandable way. I also believe that children who are already affected by substance use should not be treated only as offenders. They need proper care, counselling, medical support and encouragement to return to a normal and healthy life. Parents, teachers, doctors, police and child protection authorities should work together to identify such children early and support them. The government can also make counselling and rehabilitation services easily accessible, especially in rural and economically weaker areas. Children should feel safe asking for help without fear of being judged or punished.

What role do parents play in preventing child drug abuse? Parents serve as the primary line of defense in preventing child drug abuse by modeling healthy behaviors, establishing clear boundaries and maintaining open communication.
