Proposal: make every GST invoice a prize-draw ticket, to widen the tax base. India has ~7.9 crore establishments but only ~1.7 crore GST taxpayers, and cash persists despite UPI. Each invoice already carries a unique, tamper-proof IRN — make that the lottery entry: automatic, no app, and a cash bill with a proper invoice qualifies too. The winning ticket and the tax record are one document, so no one can win without the sale being recorded. A share of each prize goes to the issuing merchant, giving the trader a reason to give the bill. National and long-term, within about ₹100 crore a year — building on the Mera Bill Mera Adhikaar (2023) pilot, and proven in Taiwan (since 1951) and Portugal. Request: that the Ministry of Finance and the GST Council evaluate an IRN-based, merchant-inclusive national invoice-incentive scheme. Full brief and diagram attached. — Dr. P. Prahlada Rao & Dr. M. Srinivasa Reddy.

Here is a 1000 character idea for Viksit Bharat @2047: *My Vision for Viksit Bharat @2047* My idea for Viksit Bharat 2047 is to make India a self-reliant, technology-driven, green and inclusive superpower by 100th Independence. It rests on 4 pillars - Innovation, Sustainability, Youth & Inclusivity. By 2047, India should lead in AI, semiconductors, space, and green hydrogen. Every village must have high-speed internet, digital classrooms, telemedicine and smart farming with drones to double farmer income. Focus on 100% clean energy, clean rivers, and zero-waste cities. Skill India should make youth job creators with a startup in every district. Women-led development, world-class infrastructure, and transparent digital governance will ensure benefits reach the last person. A healthy, educated, and empowered India rooted in culture but leading the world. Here are 3 more ideas, for Viksit Bharat @2047: *Idea 1: Green & Sustainable Bharat* My Viksit Bharat 2047Here

Idea: “Bharat Financial Health Mission” — An Early-Warning System for Every Small Business India’s economic strength will depend greatly on the success of its millions of small businesses, startups, and entrepreneurs. However, many small businesses do not fail because their ideas are weak; they struggle because financial problems are identified too late. I propose that ICAI create a “Bharat Financial Health Mission”, a technology-enabled early-warning and guidance system that helps businesses identify financial risks before they become crises. Under this initiative, ICAI could develop a simple Financial Health Scorecard for MSMEs and startups. Instead of judging a business only by profit, the scorecard could assess indicators such as cash-flow stability, debt burden, working-capital management, tax compliance, record-keeping, payment delays, and financial planning.

Idea: “ICAI Career & Skills Passport” ICAI could introduce a digital Career & Skills Passport for every CA student through the SSP portal. It would maintain a verified record of the student’s professional development—not just exam results. It could include: • Technical skills completed — Excel, GST, Income Tax, audit, financial analysis, etc. • Digital skills — AI tools, data analytics, automation and cybersecurity. • Soft skills — communication, presentation, leadership and interview skills. • Participation in ICAI events, competitions, seminars and workshops. • Practical exposure gained during articleship. • Certificates and achievements issued or verified by ICAI. At the time of qualification, students could receive a digitally verified ICAI Skills Passport, which could be shared with employers. This would help bridge the gap between passing the CA examination” and “being industry-ready.

My Idea for ICAI: ICAI should launch a free "CA for Startups & MSMEs" digital helpdesk in regional languages. Many small businesses struggle with GST, compliance and funding due to lack of affordable guidance. Through MyGov, ICAI can create short video modules, AI chatbot for basic queries, and monthly live sessions by CAs. This will improve compliance, reduce frauds, and build trust. It will also give young CAs practical exposure and connect ICAI directly with Viksit Bharat 2047 mission.

The ICAI Digital Financial Literacy & Compliance Mission can transform financial education from a specialised subject into an accessible public resource. By combining ICAI's professional expertise with digital technology, educational institutions and citizen participation, India can develop a financially aware generation capable of contributing effectively to Viksit Bharat @2047. “Financially informed citizens create financially stronger businesses, transparent institutions and a stronger nation.”A developed India requires not only physical and digital infrastructure but also financially informed citizens and responsible businesses. By making financial literacy accessible to people in urban and rural areas, the proposed mission can support entrepreneurship, responsible taxation, transparent business practices and inclusive economic growth.I propose that ICAI, in collaboration with MyGov and relevant government stakeholders, launch anICAI Digital Financial Literacy & ComplianceMission

I'm Kushagra Kumar CA Intermediate Student My Idea for ICAI is that there should be more guidance for students regarding Articleship and selection of domain. Many CA students are confused about which domain they should choose for their Articleship, such as Audit, Tax, GST, Internal Audit, Finance, etc. Students usually get information from seniors, YouTube or different websites, but there is no proper and clear roadmap from ICAI. I request ICAI to create some official guidance, quiz, roadmap or career guide where students can understand different Articleship domains, what work is done in each domain, what skills are required, future career opportunities, and which domain can be useful for different career goals. This will help students make a better decision instead of choosing a domain without knowing much about it. Also, I would suggest that AI should be included in the CA curriculum in some practical way. Thank You

The proposal introduces a voluntary, consent-based Digital Trust & Financial Health Passport that replaces opaque AI scores with transparent, CA-verified evidence trails to help Indian MSMEs easily share verified financial standing with lenders and buyers. It also includes a Financial Health Cockpit and literacy module to empower small business owners with actionable cash-flow insights. We suggest starting with a controlled 6-month pilot across select ICAI branches to measure usability and impact before scaling nationally

National Economic and Administrative Reform Project (2027–2033) Overview: Submitting a comprehensive policy roadmap to transform India into a transparent, cashless, and corruption-free economy: Phased Cash Limits, Digital Accounts & Currency Restructuring: Year-by-year reduction of cash withdrawal limits for individual savings and business current accounts, while keeping unlimited digital current accounts. By Year 5, ₹500 and ₹200 notes should be completely phased out to stop cash hoarding, eliminate fake currency, end terror funding, and save billions on currency logistics. Phased Removal of Income Tax: Transitioning entirely to a low-rate, high-volume GST model driven by 140 crore citizens as the tax base, gradually abolishing personal income tax as digital transparency increases. Transparent Infrastructure & Governance: AI-based digital tracking for public tenders (roads, tunnels) to ensure zero corruption, alongside ending cash-based vote buying in politics .

My suggestion has two ideas: CA Simulation Platform: An online simulation learning app where students can practice real professional work through simulations involving software, portals, accounting, audits, markets, AI tools and SOP drafting, with guidance on the correct procedure and applicable laws/standards. Single Legal Arena: A consolidated digital platform containing updated Acts, Rules, amendments, notifications and circulars in one place, with simple presentation, search facilities, change tracking and source links, making legal compliance easier for students, professionals, businesses and the public.
