Digital India was conceived by weaving various strands of communication and information technology for digital empowerment of citizens and delivering better governance. Establishment of broadband highways forms the first pillar of Digital India. Therefore, timely commissioning of a reorganized version of National Optical Fibre Network (NOFN) is very imperative. The implementation of NOFN was not moving as per plans, TRAI had given certain recommendations on ‘Delivering Broadband Quickly: What do we need to do?’ dated 17th April, 2015. In addition, DoT had appointed an expert Committee which submitted its detailed report recommending rechristening of the project as BharatNet with three implementation models.

Some views regarding the implementation have been raised and therefore the Authority looked into one more possible alternate model –“Build-Own-Operate-Transfer” (BOOT) model. The Authority has come out with this Consultation Paper (CP) to discuss issues related to strategies to find best model of implementation for BharatNet.

Connecting remote areas would be a challenge . Wireless broadband should be leveraged in remote areas to provide them with basic connectivity . Need to say electricity is critical and solar/Wind based power generation in remote areas is a ideal solution . This will not need any cables to connect the remote areas
Local people can be employed in operating these after required training which will generate jobs as well .

I have some basic suggestions -

1) All new roads should simultaneously lay cables related to internet, electricity etc.

2) Govt. should take help of railways to lay main cables along the railway lines.

3) Govt should go for PPP model for cable laying and linking MENREGA to this project, so that Private players can take help of villagers for laying cables.

4) I read some where that one Indian has developed one chip by which the extra home cable band width can be used for internet.

Gov. Can arrange for a competition sorts, inviting start-ups or individuals to come forward with solutions and then take the best one or merge the best solutions and let these selected start-ups work under some prominent leadership. For e.g. the way Gov. got likes of Ratan Tata involved in Railways, we can have a prominent leader lead this group. This way we can come up with an innovative solution, which will be feasible also, and it will give a boost to start-ups/Youths in India.

To connect those villages we first need to reach out to them, Make provisions for electricity if they don’t have, train the people there to first use computers & then internet, apart from setting up the necessary environment for Broadband. Established player in this field will definitely be expensive. No doubt, it is a Mega project and we need expertise. However, Government can go a little unconventional way and give a chance for Indian Youth/ Start-ups to come forward with an innovative soln.

As per the name suggest it should be only a single organisation Bharatnet. There should be no other networks. The private players should share a single backbone to establish fiber optic nets. Setup boxes can be used to provide internet connectivity. Also the WIMAX technology is very much neglected. It should be implemented to make the project successful. #digitalindia

Govt. could try 50:50 partnership with private operators if investment required is huge.
Existing infrastructure along rail tracks and highways could be leased to reduce cost and implementation time. To prevent monopoly the infrastructure and later management could be separated. This way more than one operator could operate in a region/circle and provide competitive pricing to customers including govt. agencies.

The best way to use would be with the help of DTH network i believe. The DTH Boxes can be used to transfer Internet so that it makes good signal and less operating cost. The BSNL Network which is mostly distributed can be given on lease to a operator with some cost. So therefore the execution may take place properly with government in control.
