Digital India was conceived by weaving various strands of communication and information technology for digital empowerment of citizens and delivering better governance. Establishment of broadband highways forms the first pillar of Digital India. Therefore, timely commissioning of a reorganized version of National Optical Fibre Network (NOFN) is very imperative. The implementation of NOFN was not moving as per plans, TRAI had given certain recommendations on ‘Delivering Broadband Quickly: What do we need to do?’ dated 17th April, 2015. In addition, DoT had appointed an expert Committee which submitted its detailed report recommending rechristening of the project as BharatNet with three implementation models.

Some views regarding the implementation have been raised and therefore the Authority looked into one more possible alternate model –“Build-Own-Operate-Transfer” (BOOT) model. The Authority has come out with this Consultation Paper (CP) to discuss issues related to strategies to find best model of implementation for BharatNet.

In respect to Bharat net, it is essential to mass expand the connections and facilities towards each and every corner of nation,states,cities,grams and even at sea level, or mountain level, all the facilities of phone,internet and all modern facilities should be expand.The people will only utilize such facilities if it is affordable to them, so, even poor people can also use the net facilities for which the charges should be very nominal,it is necessary for the development of our country.

Gov should reform its own telecom company first.in uttar pradesh BSNL is worst service provider having more than 20 call drops in a day.in my area i never get 3G signal.if i talk in terms of Broadband it also falls in same criteria.minimum speed should be rise from 512kbps to 2Mbps for entire pack not for only 1 Gb of data.staff interaction with customer is really awkward.i don't think BharatNet will speed up with BSNL.and opting for private service providers will put #mygov in dock....

One India is to implement immediately for Mobile and Land line phones to tranfer anywhere in India, without STD, this is long pending issue not solved.

Net connect to rural India must share by private Operators with at least 25% and 75% in urban area, at the same time BSNL take in huge way.

In General for a Govt. initiative like this one......initial investment is high but what happens is.....due to less advertising, due to private competitors and unavailability of skilled management and methods....eventually it faces losses and then does not reach goa,like BSNL....

So my suggestion is......plan for things which govt can do better than others in that field....for example....Include Providing BharatNet as a CSR activity for industries...so it will be invested by them help people

I hope BharatNet wouldn't be like BSNL. So implementation will be with better service and with consideration of rural areas.

First we will have to start the work of setting up of optical fibres in the rular parts of country where the condition is almost worse.

Many of rural area are not connected with internet due to high cost volume of internet.

We need to re-look for setup on village level some basic internet facility through cyber cafe modal at village president office.

Why not collaborate with the Google's loon project to connect remote parts with balloons to access Internet. For financing the project use PPP model and drop the bullet train project for some more years And Even Google might help as CSR.
