Install cctv.capture people littering. Use software to recognise them and link with Aadhar.Impose penalty by directly debiting their bank accounts, increasing income tax etc. All this be two way traffic.Govt should also be penalised for deficiency in service.

PLS make available dust bins.Provide basic facility first. In city like Ghaziabad there are no dust bins installed in the markets, hence lettering. I recently visited Gangtok. Very clean markets. At appropriate distance and places dust bins are available and people use them.

like there is a police force for crime. it should be made the duty of police to keep check on cleanliness of that area. patrolling police should see whether someone is making the roads or park dirty or not. if they find someone then they should ask for fine of rs 50 from him. this will bring a huge change in society.

Water logging on roads in city is bad.Use dried up borewells in cities, for rainwater recharge. The rainwater in cities that fall on terraces is being wasted and being let on roads. Instead use special filters(already being used in bangalore),and use it for domestic purposes.Or else where space is problem in cities for small house plots, they can let rainwater into dried up borewell.(fix filter artificial or natural before letting it as we should not pollute groundwater)Usually rainwater is pure.

Dear Mr.PM, One of the ideas, that could be initiated in your dream Mission "Smart City" (SC) could be re-allocating city "Street to Citizens" (SC). A model 2-5 km road stretch could be aesthetically re-designed and metamorphosed in each of the selected Smart City preferably near a waterbody (city lake, or canal or river stream), may be called "Smart Path or Atal Path", having best of urban design place-making concepts at work, with smart features like: (Refer enclosed pdf for details)

Respected sir, No need to take away land from farmers for solar / wind plant. Have it in the sea.. Swatcha Bharat should extend to Swatcha Samundar ka kinara also. See links for Floating solar panels https://www.youtube.com/watch?v=0801_K7VZGo http://www.gizmag.com/floating-solar-power-plant/37156/ and how to double the output of solar panels. http://contest.techbriefs.com/2015/entries/sustainable-technologies/5314 Regards Mohan Divekar
