Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

With the growing population, India is going to generate a huge volumes of solid waste. new Industrial policy should focus of solid waste management before it could become menace. It is going already out of proportions and become gigantic disaster in near future.

India has a lot of Industrial clusters but lack infrastructure, utility, services and support industries. Each cluster should be studied and new Industries should be encouraged in those cluster to overcome the shortcomings. It will enhance productivity and efficiency of existing MSME and generate employment.

New Industrial policy should give thrust and incentivize businesses who focus on followings 1) Zero discharge of affluent 2) Use of renewable energy 3) Recycling of waste water and waste energy 4) Import substitution 5) Zero emission of carbon 6)CSR to be defined categorically as Health, Education and cleanliness. 5% of net profit to be spent on it. 7)plantation of trees in factory premises 8) safety,fire hazard and toxic substances.

How to Make in India.For skills make the B.E/B.Tech courses modular.1st year exit with ITI certificate,2nd year exit with Diploma,3rd year exit with B.Voc,4th year B.Tech at all self financing colleges and private colleges.Limit current non modular B.Tech to government engineering colleges/aided colleges and IIT's with focus to bring out Design Engineers about 20% of overall seats ,remaining 80% seats through modular approach to provide skilled manpower at all levels instead of unskilled B.Tech

Videos on Zero Marginal cost proposed by Mr Jeremy Rifkin,please consult him/include his views on 3rd Industrial revolution from Internet/IOT,Energy net from Solar Energy and logistic and Transportation network and sharing of products and services instead of owning which will reduce cost of products and services to almost zero and free for all,signalling the end of 2% of the persons owning 98% of the worlds wealth and result in the end of capitalisam and profiteering and resulting in equality

New Industrial Policy should aim for 3rd Industrial revolution proposed by Mr Jeremy Rifkin, which has been adopted by European Union and many countries including China are working on his Ideas.If India dont take note and progress we will be left out of 3rd Industrial revolution and our products and power generated from diesel and petroleum will result in high cost, while other countries like EU will be able to produce and export at low cost using solar and non conventional energy resources

#DIPP : Teachers employed in state/central government educational institutions must be given permission to start their own startups or with students. This is the only possible solution to place India as the top country in the number of startups. It will change the educational system also in India. Faculties of IITs are permitted. Faculties of state government institutions also must be permitted. Students below 15 years also must be permitted to register a startup.

According to me Dustbins should be installed in New Delhi.... Because the people who take the initiative to not to throw garbage on road cannot go through it..... If Dustbins will be there more and more people will use it..... And will provide us a clean society....
