Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

We have state and central government PSU'S . Some are performing well and some are not. We 125 crore mind country can make a change and review the economy, of these companies for employment generation throughout our country by utilizing our own resources.

A water conservation strategy adoption by each and every industry should be mandatory for all the industries. Also, periodic reports must be assessed by a fully dedicated body of the government. This will increase WATER CONSERVATION, OPTIMUM USAGE OF WATER & EMPLOYMENT. Industries coming up with such products which help in water conservation should be made tax free. #DIPP #MyGov

In order to have proper industrial development, Life Cycle Analysis of the project should be made mandatory. There should be no inhabitants within 5 km radius. The upcoming industry to develop infrastructure like roads, school, fire station in the city / town, products and feedstock movement by pipeline to avoid traffic congestion, compulsory transport for staff and workmen to be provided to reduce number of vehicles. Govt. should provide support to industry rather then taking money for approval

There is a strong need to have a mechanism to stop dubious promoters from taking land on cheap prices, bank loans, public money and un paid dues of MSME , then run off. Our suggestion is to have a prob and investigation of any unit have more than Rs. 25 crore bank loan of dues from MSME. This can either be done by CBI or by a special task force. One such closure of large unit kills more than 40-100 MSMEs, as they are the easiest pray for crooked promoters.

Sir, Most of the state Govt. does not have the Single window system to open any Big, Medium or Small scale industry. Hence, most of the promotors wish to start industry has struggling to get each and every Dept. licenses or approval and some times they didn't take first step itself due to fear of delay (small scale industry). If you provide online - single window system (like GST Registration) to other Dept. license also, it will be easy to start any industry in our country (in all states).

Form a Database of all the Industries that are active with their products linked so that it can be directly linked to the Buyers and the Sellers with a built in Estimation and Costing Center so that a Buyer becomes aware of what is he buying and the Seller is also aware of the Buyer. Compensate the Poor quality producer by making him aware of the present situation and see to it that he changes his products or starts upgrading his setup to meet the requirements. Avoid poor quality at any cost.
