In order to engage with the stakeholders and invite comments from the public at large, the Department of Revenue has decided to make available the draft Model Laws on Goods and Services Tax (GST) in the public domain.

There are two Model Laws on GST which are being put up in the public domain. This discussion pertains to the Integrated Goods and Services Tax (IGST) Law for the Centre which relates to Goods and Services tax on supplies in the course of inter-State trade or commerce. The draft law can be seen here. You are invited to submit your comments / feedback on the draft law through this discussion on MyGov.in .

To facilitate the analysis of the comments / feedback, you are requested to add a hashtag to your comments. The hashtags should be added using the following scheme:

Use the hashtag #IGSTChap1 for comments pertaining to Chapter 1 of the IGST Law, #IGSTChap2 for comments pertaining to the Chapter 2 of the IGST Law, etc.

In case you have more than one suggestion to offer, you may find it convenient to type out your comments in a separate document, with hashtags specifying the Chapters for which the comments are being given. This document can be converted into a PDF and uploaded in the discussion thread.

Integrated GST should be explained statewise collection for the past 12 months and corresponding net loss or gain by extrapolating the GST collection based on old data. Further old and new price for major consumption items for the past 12 months.

In respect to GST, I want to suggest that, All the proceedure of GST e.i. obtaining registration no.s or tranfer of registration no. from VAT,ST,EXCISE etc., should be online, further, filling of qtly return, payment of tax, assessment proceedure, audit report, appeal etc. all the proceedure should be done online by assessee, so , that the work can be speedy, transperent and corruption free work can be done, No unduly harrassment to assessee for any proceedure of any kind of work, best wishes

Benefit of Charging GST at Manufacturer's Level: 1. It will help Govt in easy administration. 2. It will promote entrepreneurship due to ease in doing business 3. It will decrease corruption, as no. of businessman has to give some bribe to no. of officials for not charging Taxes 4. Due to impractical VAT provisions, no. of businessmans can't show their actual Sales consequently they can't show their actual Income and thus they can't pay actual Taxes which helps in generating black money
