In order to engage with the stakeholders and invite comments from the public at large, the Department of Revenue has decided to make available the draft Model Laws on Goods and Services Tax (GST) in the public domain.

There are two Model Laws on GST which are being put up in the public domain. This discussion pertains to the Integrated Goods and Services Tax (IGST) Law for the Centre which relates to Goods and Services tax on supplies in the course of inter-State trade or commerce. The draft law can be seen here. You are invited to submit your comments / feedback on the draft law through this discussion on MyGov.in .

To facilitate the analysis of the comments / feedback, you are requested to add a hashtag to your comments. The hashtags should be added using the following scheme:

Use the hashtag #IGSTChap1 for comments pertaining to Chapter 1 of the IGST Law, #IGSTChap2 for comments pertaining to the Chapter 2 of the IGST Law, etc.

In case you have more than one suggestion to offer, you may find it convenient to type out your comments in a separate document, with hashtags specifying the Chapters for which the comments are being given. This document can be converted into a PDF and uploaded in the discussion thread.

GST should be imposed (for Goods) only at the time of manufacturing of Goods (AT LEAST FOR GROCERY ITEMS) BECAUSE it's not practically possible for retailers and small wholesalers to charge GST as: 1. They can't manage their businesses along with complex procedures of charging GST and booking Credit. 2. Cost of Filing Tax Returns and charges of CAs are too high for them to bear. 3. There are no. of exempt items and no. of Tax paid items and segregating them for Tax purposes is again complex.

While all sundry taxes be merged under GST, states need alternate sources to get revenue as per their specific requirement.Like USA we should give powers to levy parallel state Income tax instead of sales tax at present.

GST should be charged for all goods and services with a provision To avoid cascading effect and no exemption to be given for any of domestic product. Procedures and rules must be simple and to the extent possible assesse should not be asked to visit the office of revenue departments and all the letters must be Thru system with acknowledgement from both the sides. dear sir competition is so high in market in today scenario at every stage level of business... everyone wants to earn some profits after paying taxes ., government assure public after implementation of GST LAW there will be bright smooth authentic scenario within the trades businesses

dear sir pradhan mantri ji GST law implementation introduced with packages and under some schemes for every category of manufacturer or service provider ,retailers traders wholesalers manufacturers distributor. if we take an example of garments wholesaler .if we will purchase goods from manufacturer and sell to retailers for selling to direct customers .there is no scope for wholesalers to earn profits because taxation burden is so high wholesaler point of view under competition

dear sir,pradhan mantri ji, Implementation of GST law is good step at central,state level between the states. Its process should be simple authentic beneficial from every stage point of view.. as far as less paper works can be used while submitting the documents..

dear sir,pradhan mantri ji. with reference to GST law implementation in Central state level..it will be beneficial from government point of view ,but as far as dealers manufacturers suppliers wholesaler traders point of view can it be worked out on papers exemplary, if we take an example of wholesaler ,it could be a typical process for wholesalers as far as calculation of taxes and as far as earning points of view from wholesaler .law means smooth running of business without hurdles

sir, GST should be in simple easy tax formate, it should cover all trades. rate of tax should be minimum, than only the benefit of GST will reach poor people (indirect tax payer). thank you
