In order to engage with the stakeholders and invite comments from the public at large, the Department of Revenue has decided to make available the draft Model Laws on Goods and Services Tax (GST) in the public domain.

There are two Model Laws on GST which are being put up in the public domain. This discussion pertains to the Integrated Goods and Services Tax (IGST) Law for the Centre which relates to Goods and Services tax on supplies in the course of inter-State trade or commerce. The draft law can be seen here. You are invited to submit your comments / feedback on the draft law through this discussion on MyGov.in .

To facilitate the analysis of the comments / feedback, you are requested to add a hashtag to your comments. The hashtags should be added using the following scheme:

Use the hashtag #IGSTChap1 for comments pertaining to Chapter 1 of the IGST Law, #IGSTChap2 for comments pertaining to the Chapter 2 of the IGST Law, etc.

In case you have more than one suggestion to offer, you may find it convenient to type out your comments in a separate document, with hashtags specifying the Chapters for which the comments are being given. This document can be converted into a PDF and uploaded in the discussion thread.

The return periodicity and audit by tax authorities is vague and would lead to corruption. Overall old wine in new bottle. No specific details other than powers and procedures

How many taxes will get merged is intentionally kept vague. The need for 3 acts is not clear. The tax credit regime envisaged does not benefit end consumer. Why make distinction of SGST/ CGST/ IGST for availing tax credit. It is continuation of present system of cenvat/ modvat. Needs to be changed. Today the amount of energy spent on segregating and filing returns for CST/ ED/ Service Tax/ Work Contract Tax is too much and needs to be unified into single tax credit system.

Objective of GST should be lowering of tax levels and give benefit of reduced prices to citizens. This is nowhere evident in the draft bill. Unique Identification number is required, but the process envisaged is open for corrupt practices. When already crores of entities are registered with both Central and State Governments, registration should been made hassle free. With existing database additional input only could have been sought.

#IGST Recommendations to GST Ref Definition of Taxable person. Taxable person means a person whose turnover of taxable services has not exceeded Rs 10 lakhs. In case of NE states and Sikkim the registration limit has been kept as Rs 5 lakhs ? On one side the states in the North Eastern zone were given special tax exemptions/reliefs etc then converse to that why has been the exemption limit kept lower in this case? This provision seems contradictory to some provisions framed earlier.

At-least make a wing in Party cadre(all India wide) and let them try in disguise to get things done as a commoner and give a report to government how various offices function and what problems others in that area faces with this office due to certain officers running their public offices. such a move will certainly make ur rule felt and expect will straighten-up things at-least little bit.

Exporters should be thrust area for Manufacturing Growth. GST should be made Exporters Friendly. Exporters Funds are getting locked in Refund of Taxes on Inputs. There should be clear provision in GST bill so that Exporters Funds are not locked in GST. Instate of Paying GST and Claiming the same back by the way of Refund. Exporters should be in position to procure Inputs by issuing specified form so that GST is not applicable to Inputs meant for Export manufacturing. Thanks
