In order to engage with the stakeholders and invite comments from the public at large, the Department of Revenue has decided to make available the draft Model Laws on Goods and Services Tax (GST) in the public domain.

There are two Model Laws on GST which are being put up in the public domain. This discussion pertains to the Integrated Goods and Services Tax (IGST) Law for the Centre which relates to Goods and Services tax on supplies in the course of inter-State trade or commerce. The draft law can be seen here. You are invited to submit your comments / feedback on the draft law through this discussion on MyGov.in .

To facilitate the analysis of the comments / feedback, you are requested to add a hashtag to your comments. The hashtags should be added using the following scheme:

Use the hashtag #IGSTChap1 for comments pertaining to Chapter 1 of the IGST Law, #IGSTChap2 for comments pertaining to the Chapter 2 of the IGST Law, etc.

In case you have more than one suggestion to offer, you may find it convenient to type out your comments in a separate document, with hashtags specifying the Chapters for which the comments are being given. This document can be converted into a PDF and uploaded in the discussion thread.

There should be One nation one price for petrolium products. In present time petrolium products are used by each and every person on daily basis. Price diff for these products gives birth to inter state smuggling. Hence govts are loosing revenue together with more manpower to tackle this problem. More public money is wasted to counter this. Easy and effective way will be ONE NATION ONE PRICE FOR PETRO. I suggest to include petro in GST and one price same everywhere in india.

Please keep the minimum turnover threshold for being liable to pay GST at INR 25 lakhs instead of the INR 10 lakhs as is being proposed. The revenue from the 10-25 lakh assessees will not be enough to justify the manpower and effort involved in monitoring them. It will also increase the compliance burden on small businesses, who will find it cumbersome to comply with the paperwork involved and won't have the resources to manage it.

#IGSTChap1 I could not find single lawyer in USA or Canada dealing with Indirect Taxes in last 8 years. I do not know why the GoI is insisting on a legislation that is proposing to complicate doing business in India instead of doing ease of doing business. When your Central Excise Registration, VAT Registration, Service Tax Registration and Custom Registration and Central Sales Tax Registration are PAN based, why the States cannot share the DATA with Central Authorities and simplify

AS YOU ARE PLANING TO HAVE COMMON TAX (EXCISE AND VAT AS ONE), EASY TAXATION, FILING TAXES, AND PROMOTE THE TAX PAYERS TO FULLY PAY TAX. IT IS STRONGLY REQUIRED TO REMOVE STOCK BOOKS KEEPING,BOOKS FOR CREDIT AND DEBIT OF EXCISE DUTY ETC THIS LONG AND EXPENSIVE PROCESS IS DEMOTIVATING THE MERCHANTS TO REGISTER FOR EXCISE AND VAT AS THIS WHICH WILL HAPPEN THE SAME IN THIS GST IF YOU PLAN TO CONTINUE WITH THE BOOK KEEPING AS IN EXCISE IN CURRENT SYSTEM IS

will it be a full proof tax structure as unlike today's tax structure prevailing in the country in which one can trade in crores even without sales tax registration. Every State Border checking point earns crores in rupees from transporters in lieu of tax free transportation and instead of govt. earning revenues their highly paid employees earn more than their salaries. Just make it full proof
