For making Pasighat as smart city, first of all, the people of Pasighat should be smart, by keeping own surrounding clean.
As you know, in Pasighat electricity & water supply is the main problem, so I would suggest that these should be 24x7 and well developed.
Dustbin should be kept in road side.
The main thing is road, I think pedestrian should be made to prevent accident and speed breaker.

The first priority of a develop city should be safety, education, health and security for the citizens. Easy transportation and communication is also very important.

Since industrial revolution, the poor got riches and the rich got even richer. In pasighat the gap between the rich and poor in a serious matter like they work as sweepers, dustbin pickers and some are beggars who sleep in the roads and loiter here and there in the market place. The concept in not static there in no absolute definition of a smart city. No and point but rather a process, or series of steps by which cities become more live able and hence. Able to respond quicker or new challenges.
