The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

Construction of roads should be given utmost importance. These should be constructed after completing water & drainage pipes, electric & telephone lines etc. keeping provision for their future expansion. For this purpose, additional empty pipes should be laid across & below the roads so that digging of roads will not be required every now & then. Now very important thing: Take bank guarantee for at least 25 years from the contractors for the quality of their work. This is capital expenditure.

Builders must guarantee against any legal issues. Many flats were constructed not conforming to existing laws. Many flats were constructed on encroached lands. Flat owners never knew this until someone points out. By that time the builder escapes with money. Owners suffer a lot. Builders must be accountable for their actions. They must guarantee with bank guarantee or something to compensate the buyer for at least 5 years. Then only people feel that real estate follows good practices

Builders must guarantee the structural strength, aesthetics, quality of material used, safety from earth quake etc for at least 15 years. Now a dyas, builder build flats and all, sell and escape. The owner suffers if there comes up any sort of problems. This should not be tolerated any more. Builders must be made accountable for any quality related issue. Builder must keep guarantee in the form of bank guarantee or so for 15 years

Zoning of buildings must be done. People suffer when high rising buildings comes up close to a small house. National building codes must be made applicable through out India. The local government changes National building code for their own interests harming people. If buildings are ZONED, this sort of problems can be eliminated. RIVERs should be protested from encroachment URGENTLY. RIVERS are polluted by high rising building septic wastes. High rise building must be kept far from small houses

Control the land mafia and building mafia first. Builders should be kept accountable for the quality of the building, any legal issue arises which was hidden by the builder. Buidlings must be zoned. High rising buildings and 1-2 storied buildings should not come together. Clear distance of at least 15 meters should be left free for any a building from a river, stream or any water source. Buildings must be built for real purpose , not just for the builder to make money.

Respected, Govt should design a system for selling and purchasing of Land and properties in which selling and buying of property will be done by government auction only. So that all transaction will he done by white money only and price for land and houses will decrease and would be in the range of ordinary men. This will also help to increase government revenue by fair transactions, and dream for house for all will became true.

Long distance travelling for earning affects family health and relationships.Water Roads and infra is taking toll. In such circumstances Government should offer housing near work place at a reduced rate of interest. More so government must consider to introduce law in same lines of ULC Act and Requisition of property within the Parameters of Constitution and put a cap on holding of residential area and give the same on rent. Viability of this is matter of discussion and impressibility under Law

2/2 High Stamp Duty High Cost matrimonial laws have really affected spectrum of society called family & Marriage. Ppl avoid marriages due 2 several factors which has resulted in to increase in crime relating to females & men 2.at the time divorce heavy compensation Live-in relationship is creeping in. Joint families hardly seen. No disposal of litigation related 2 property has contributed immense in increase in price sometime ty want litigation 2 remain. 2/2

For every development, may it is a gov development or the private developments. Gov rebate or some benefits should be declared for the development that is utilising solar energy for electric solutions for maintenaing the ambience. Also a compulsion should be given at minimum trees to be grown according to the ratio of the land utilised or may be garden area. Corporations of respective city should grow same number of trees as they cut down for developing new roads.
