The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

Housing is nuclear spectrum of Society.Well developed life is related to good housing. Housing is related to status of life and social status.I feel that ULC Act was good as during that time only housing was cheapest. Great initiative, Modi Ji. These houses should be low cost, eco friendly with built in solar energy and rain harvesting systems to keep them self sustained. Garbage disposal systems should also be eco friendly where all the wet waste can be recycled by the community itself, this can be used as manure for plants that can be sold and can also become a source of income. only housing isn't an important aspect to help the economy of our country to grow. even the roads of our societies should be well maintained. there should be laws regarding improper care of the society like garbage should be thrown in bins only and not to make the corners of the roads as all time dustbins. this is the starting of every small incident that happens from where vector borne diseases like malaria develop. strict laws should be made to help the swacch bharat abhiyan move forward.

on initial basis gov should start at least one project in each big states. At least 10-15 projects throughout the country. areas with majority slums around cities should be prefferd.

Gov't can planned new cities near the capital of states like greater Noida in Delhi,greater Mumbai in Mumbai.all residential sector industrial sector and other sector devloped in these cities.

All builders on joint or independent development should reserve 25% of flats for lower income group, 25% for middle income group, 25% for higher income group and balance 25% for promoter to be given to the above classes for differential pricing. Further each such class can sell only to same class like Singapore where allocation of houses for different country people which can not be sold to other than allotted category of country people. This will not increase the price and avoid profiteering.

To achive this goal step needed: 1.Inspire the financially abled middleclass to build/buy houses by providing cheper rate and income tax relif on housing loans. 2.A technology based monitarization required so that government Aids could only go to the people who really needs it.Local bodies & State Govt can play an important role it it. Above a good colaboration between Public-Private-Govt required.

There is urgent need to digitize land records across the country. These records should be available upon request to land owners. Currently it is a huge task to even map out my own land. This is leading to huge encroachment by local politicians and rowdies. Even if this a state subject, a common guidelines can be set up introduce transparency by GOI. रेलवे में दलाली खत्म करने के लिए 120 दिन का आरक्षण करने से कोई फायदा नहीं होगा क्यों क़ि मुंम्बई में रह रहे उत्तर प्रदेश के लोग गर्मी क़ि छुट्टीयों में सब साथ में जाते है और आते भी है इसलिए गाडियो में वेटिंग ज्यादा से ज्यादा देकर अतिरिक्त कोच लगाना चाहिए या तो उसके बदले स्पेसल गाड़ी देनी चाहिए इससे यात्रियों के टिकेट कनफर्म होने लगेंगे और लोग दलाल के पास् नहीं जाएंगे
