The objective of the Group is to brainstorm and invite considered views of all stakeholders in Chemicals & Petrochemical sector that include polymers, plastics, synthetic rubber basic Chemicals, pesticide, dyes etc. The sector is touching the lives of each and every member of the society. This sector has tremendous potential of growth vis a vis the contribution of this sector in the world economy, especially in the manufacturing sector in developed countries. The sector also offers employment opportunities for a large population.

As the sector is already liberalized, which has also resulted in a rapid increase in imports, there is a need to review this situation and to promote domestic manufacturing by attracting large investments and providing facilitative policy regime. At the same time, sustainability and environment friendliness of the industries in this sector also has to be ensured as an initiative as part of ‘MAKE IN INDIA’ campaign of the new government.

Comments and views are invited from the stakeholder at large.

One important policy decision, Govt.had to take is to cluster hazardous chemical producing units. May be some of them have to relocated. e.g RCF in Mumbai. Within next five years, all such industrtries should be relocated. Interestingly, in metros like Mumbai Thane Trans creek area has become an urban centre. In fact it was meant for chemicals. We should reserve at least 500 sq km, at least two locations, as future chemical zones. The ones located in Metros should be shifted at the earliest.

India has petroleum-refining capacity of over 194 Million Tonnes per Annum (MTPA). The world's largest grass root refinery with 32 MTPA capacities is located in India.if we do well when our country grow.

One step that should be taken is to sign MoU between major departments in the ministry and reputed universities in the country, in full public view. This would help these government departments to get smart people to work on critical issues, while the education institutes will get funding and direction to pursue India relevant research.

Due to governance issues and subsequent court action India has to import iron ore, coal and gas. Please see below a link from an Australian newspaper on the same. http://www.smh.com.au/business/world-business/indias-iron-ore-woes-aid-australia-20130102-2c4p2.html A single window approvals process would be beneficial for this. This will create jobs and business opportunities. Please facilitate shale gas development as it even US believes India has 527TCF of shale gas.

I want to say that my gov is trying to encourage to use non subsidized gas cylinders I think there should be ease to purchase that If you are not giving subsidy Make free availability in open market There should be sufficient dealer or sub dealer in a city Why connection for non subsidized one Make them free available in market You will see a steep rise of its consumption Hence automatically decrease of subsidized one. Hence saved revenue People who can afford want easy availability
