The objective of the Group is to brainstorm and invite considered views of all stakeholders in Chemicals & Petrochemical sector that include polymers, plastics, synthetic rubber basic Chemicals, pesticide, dyes etc. The sector is touching the lives of each and every member of the society. This sector has tremendous potential of growth vis a vis the contribution of this sector in the world economy, especially in the manufacturing sector in developed countries. The sector also offers employment opportunities for a large population.

As the sector is already liberalized, which has also resulted in a rapid increase in imports, there is a need to review this situation and to promote domestic manufacturing by attracting large investments and providing facilitative policy regime. At the same time, sustainability and environment friendliness of the industries in this sector also has to be ensured as an initiative as part of ‘MAKE IN INDIA’ campaign of the new government.

for the chemical and petrochemicals sector we have to require more survey of resoures in vallies of rivers ,marine areas and the plane ground. By this the rigional devlopment and sector of petrochemical and chemical devlopment takes place. for set up the small scale industry we have to make the people educated in the field of chemicals through the technical courses avail in the Govt. technice institue and through ITI institute . Give the proper loaning facilities to the for capital investment

The Policy interventions are the modes for awarding long term contracts to subcontractors for Oil/ Gas / chemical segments. The cost inflation is only because of various players in the entire gambit. It's a very simple solution, make look at modes of transportation of this product- 1. Ships// Trucks// Containers. So we need to make and run in India these three verticals. Make ships that can cater to bulk, etc etc. Then comes storage - invest in tank farms- again make in india. So on and so forth

We have national draft chemical policy that's presently being finalised, and I am not sure if enough emphasis of this policy is placed on the Human health and environmental impacts of chemicals. and on preventing / substituting toxic chemicals. We need to add our voice to make sure such issues are given due considerations. I would like to upload a 2 page doc but unfortunately that provision is not available. We need cleaner and safer growth for Indian chemical industry.

When price of crude oil is getting dropped, all chemicals and polymers are not getting cost reduction and consumer benefit. There should be a mechanism on pricing based on price of oil. The current drop in price of oil, has not benefitted consumers at all. Price of a drug, pesticide, paint or plastic bucket are the same now, compared to last year.

Registration committee of central Insecticide Board, gives registration approval for new pesticide manufacture and use. They take too much time for the approvals. They should be revamped. If a new pesticide is approved in USA, Japan and Europe, we should ask the registrants data required for our country & fast forward approvals. They should not sit on files and waste time.

National chemical laboratory, institute of chemical technology etc should be shifted and get located in Industrial chemical zones. We need to make huge investment in developing technology for drugs for diseases affecting poor people. Large multinationals are only interested in heart and liver, because they are rich people’s diseases.

I strongly feel that we are highly backward with regard to petrochemicals with various streams. Frace, USA etc are highly advanced. We have to develop technology ourselves or we should encourage large companies to start industries in India with imported technology. We also should drive how to reduce cost.

Many Govt. institutes are developing technology for chemicals. We should conduct annual meeting with industry experts and scientists, to focus which products should be prioritized with time period. I feel Govt. scientists are working in isolation. Technology from Govt. institutes should be freely offered with support for scale up. No point in keeping in shelf these inventions.

Many of the pharmaceuticals, pesticides and dye industries in India, are getting penultimate intermediates from China to make the final product. This is a dangerous situation. In case, we cannot import from China, these industries and customers will get affected. Govt. should map all products and take policy decision to encourage making backward integration.
