The objective of the Group is to brainstorm and invite considered views of all stakeholders in Chemicals & Petrochemical sector that include polymers, plastics, synthetic rubber basic Chemicals, pesticide, dyes etc. The sector is touching the lives of each and every member of the society. This sector has tremendous potential of growth vis a vis the contribution of this sector in the world economy, especially in the manufacturing sector in developed countries. The sector also offers employment opportunities for a large population.

As the sector is already liberalized, which has also resulted in a rapid increase in imports, there is a need to review this situation and to promote domestic manufacturing by attracting large investments and providing facilitative policy regime. At the same time, sustainability and environment friendliness of the industries in this sector also has to be ensured as an initiative as part of ‘MAKE IN INDIA’ campaign of the new government.

Comments and views are invited from the stakeholder at large.

The new govt made a right start by abolishing extensions to its top officials. This was rightly done in the case of DRDO Chief who was on contract. But this norm is now given a go by by appointing a person who was earlier on contract job as new Secretary,DOS again on contract. i feel Dr.MYS Prasad who is free of such constraints besides having good credentials is eminently suitable to the top job.I suggest delinking of Secretary DOS and Chairman ISRO posts so that Dr.Prasad can get his right due

We need to create a website on which every manufacturer can post the cost and stock available for every product it manufacturers. One such website is INDIAMART.COM. DRDO can research on the manufacture of catalyst for polymerization so that we NO LONGER NEED IMPORT of catalyst.

The best way to increase competitiveness, is to improve the efficiency of manufacturing units. This reduces the production cost and reduces the pollution generated, thereby helping the environment. The efficiency can be increased by using alternate routes for producing chemical, reducing wastage by using more efficient machines / providing better utilities / closer supervision of manually operated plants /providing automatic controls on such plants/ such other measures.

WITHOUT IT NO GROWTH CAN BE ACHIEVED AND WE WILL BE DEPENDENT ON IMPORTED TECHNOLOGIES ALL THE TIME.I ALL THESE YEARS THAT IS NEARLY 40 YEARS WE COULD NOT DEVELOP OUR OWN CATALYSTS USED IN POLYMERIZATION OF OLEFINS, FLUIDISED BED CATALYSTS FOR OIL REFINARIES.WE HAVE NEVER FOCUSED ON SMALL POLYMER PROCESSORS, WE NEED TO BUILD POLYMER HUBS ALL ACROSS THE COUNTRY, THE POLYMER TESTING LABS ON min.CHARGEABLE BASIS, POLYMER SCIENCE MUST BE INTRODUCED AS A PART OF B.Sc subject along with Chemistry.

To reduce impact on environment we have to adopt various means of recycling. Where virgin material is not required we must insist on recycled one. Also while recycling we must pay attention to the Quality. We have wrong perception that recycled means poor quality, virgin is only best quality. Recycled materials also can be of good quality. Therefore one should insist on material which is recyclable. Some materials are not recyclable, one can try to reduce its usage.
