Sir, to lower expenses & use money efficiently; PSUs in the same field should be merged & should be expected to sustain themselves with self generated revenues + deliver profits on money already invested.

Sir, Bureaucracy/PSUs should best practices in private sector to deliver ROI to citizens on every Rupee spent. Bureaucracy should organize all departments like the Army/Pvt. Sector to ensure focus on delivery, iron clad accountability, discipline, time bound execution, Quality & Smart/Courteous behaviour with citizens. Currently except for Army and few other departments & exceptional individuals - bureaucracy is structured to exist for itself & not for the citizens..

One way is to remove all such subsidies and provide a soft loan. On basis of serving India for atleast 10 years, the loan amount can be waived / reduced.
