As a Practicing C.A. and Auditor i suggest the following : 1. Seek funds just in time from the Central pool. 2. Unutilised funds (above Rs. 1 Crore for more than 10 days to be explained) 3. Fund the project account upon issuance of cheques 4. contractors should view major contracts as NATION BUILDING 5. amounts to be transferred ONLY to DESIGNATED Account of contractors and NO CHEQUES to be issued.

Bharat need fast service of trains. For this we do not need bullet trains for at least 10-15 yrs, we have to improve our current infrastructure. In this, we have need to double and electricify all railway tracks which are at present. This will improve saving of time, the speed will automatically go up. Request to Mr. PM & Rly MIn. pls consider this idea.

sir,the expenditure on pay,projects,education,health are unavoidable. Expenditure of pay should improve to benifit low income group upwards,education of poors upwards,medical facilities to all. The expenditure where starts is from the free schemes where certain states spending more to it. The expenditure on scheme should create assets,if not the expenditure should be cut for that. Identify the schemes where budget incurs high, introducing technological reforms into it would reduce cost.

Sir kya hum bikes and car companies ko india me aa ker manufacturing kre tubhi vo sale kre indian market me aisa koe restriction nhi lgga skte kya.. If any bike, car aur mobile aur computer hardware companies want to sale there products in indian market. They should develop manufacturing unit in india and they get extra tex benefits and restriction impose on out side indian manufacturing companies bike, mobile, cars and computer hardware companies..

WE HAVE SEEN THE STATES LAYING ON THE FUNDS FOR YEARS PROPER MECHANISM SHOULD BE IMPLEMENTED WHEN EVER THE STATES ARE PROVIDED WITH CASH A STIPULATED TIME SHOULD BE FIX FOR THE FUNDS THEY ARE BEING PROVIDED OTHER WISE THAT FUND SHOULD BE CREDITED BACK INTO THE ACCOUNT SO THAT THE CENTRAL GOVT. SHOULD COME TO KNOW ABOUT THE FUNDS THAT HAVE BEEN UTILIZED BY THE STATES . LIKE AN ESCROW ACCOUNT IN STOCK MARKET......

FIRST OF ALL DOES INDIA HAVE THE OFFICIALS WHICH ARE KNOWLEDGEABLE ENOUGH TO HAVE KNOWLEDGE OF CASH MANAGEMENT TECHNIQUES TO HANDLE THE THINGS WHICH CAN DEVELOP THE MEASURES OF FINANCIALS TO REDUCE COSTS. PROPER TRAINING SHOULD BE FIRST PROVIDES TO THE OFFICERS FROM VARIOUS STATE AND THE UTS WHO CAN HANDLE THE THINGS IN ORDER TO USE THE KNOWLEDGE OF CASH MANAGEMENT SO THAT THEY CAN BETTER IMPLEMENT THE THINGS.

one who saves govt expenditure relatively than granted must be awarded 25% what is saved award received must be given weightage in promotion and pay hikes if defaulters are framed and punished within existing laws within a year then mismanagement of funds must be curbed in such manner

Measure 2: Direct the savings from measure 1 to repay external market borrowings. Not the long term loans from institutions. Measure 3: No loan waivers. If necessary only do interest reduction / waiver in cases of extreme distress. Measure 4: Simplify loan recovery process for banks / institutions. Hasten the confiscation and liquidation process for willful defaulters. Measure 5: Link promotions in govt departments to performance. not enmasse. Make this applicable to even the lowest cadres.
