present classification is salaries, office expenses, rent, professional fees, foreign tour, etc. in other words it is naming the item of expenditure from public funds without any watch on the outcome or the relation of that expenditure with the outcome of benefit to people. let there be a PUBLIC COST PUBLIC BENEFIT (PCPB) column against each of these items of expenditure and a mechanism should be worked out to establish relationships. items which are low in PCPB outcomes should be phased out

decontrol of diesel and petrol prices will save huge subsidy burden. However, the govt. should take special care of pricing of services and commodities which use petrol and diesel as key inputs like transport sector. whenever prices of petrol diesel increase, transporters immediately jump to increase tarrif and all round inflation is there. But when prices of petrol and diesel fall, they are very reluctant to decrease tarrifs. The govt. must ensure immediate reduction of such prices.

I believe in minimum expenditure and maximum output for public welfare. Current system of working is not upto the mark which impact on our economy very adversely. The planning is not full proof and execution is direction less. We should have proactive approach towards cost saving and 100% execution plan and TAT of job completion. Incentives gor good work encourage to do best so ee should have this in place. Daily, weekly and monthly progress report to be shared of each programme.

Dear PM, 1) Crores of rs.diesel subsidy is given to super rich owners of SUVs.My suggestion:-Introduce new diesel tax payable every year on diesel passenger vehicles. 2) IT benefit given in the budget, available even for super rich ppl! Increase IT on income above 1 crore to 40%. 3) Home loan benefit should be available only for those who currently do not own any house in their name or spouses name so that benefit reaches the needy ppl.Currently rich ppl buy home for investment/IT benefit.

proper management involves proper system channelization and proper execution. if we were having a good management in Uttarghand and Jammu and Kashmir. Blocking the ways of river channels and improper system of buildings lead to heavy damage in the states. now the J&K government is bounding money for recreation and to save the livelihood of people. if we have a good channel system before, now it wont be a big problem for the central government.this could save a lot of money then and there.

As a Practicing C.A. and Auditor i suggest the following : 1. Each major project be broken into to sub-projects of feasible sizes 2. Expenditure be accounted under the respective head only 3. The variance between the budget and actual to be explained by the concerned Project Head to be documented AND PROVIDED ON PUBLIC DOMAIN 4. Timelines be fixed for every activity (bills processing of contractors) - will reduce corruption 5. ENCOURAGE AUDITS BY EMINENT C.A.s / ENGINEERs with 10 years exp.

in railways there is heavy focus on increasing the revenue. also there is some thinking about reducing the expenditure but only related to facility for officers. need a manpower review to look into the requirement based on zero base. ALL WORK CHARGE POSTS SHOULD BE SCREENED BASED ON THERE PERFORMANCE. Most of the time they don't show any output for many years.

I have been searching for a manufacturing company for my products in India. But unfortunately I couldn't find one. then I tried searching for Chinese company amazingly I got thousands of results. And now I have contacted someone there for the production. What I wanted to say was that there is no way to get the information of our available resources. Its is not only me who might be looking for services like this. Please make a centralised data base for Informations like this if possible.
