Audit all the purchase of scientific instruments in research institutions / universities. Most of instruments are lying idle fro 60% to 95% of time. Most of instruments are imported and expensive ones (minimum Rs 20 Lacs) and many times they are purchased without any expertise or real requirements but because of commission. It is painful see this type of waste of money in a poor country like India without any productive use.

Implement and adopt IFS main frame computerised management system

When Centre implements its development programs through State Governments and land is acquired, the State Governments, even after receiving funds from Centre does not hand it over to evictees as is the case of Naval Academy and Container Terminal evictions in Kerala. Such being the cases in future the State should hand over a list of evictees their bank account number and amount payable so that Centre can credit accounts of evictees directly.
