The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

The drawback of FCI and MSP is very clear. 1. Lack of Knowledge to farmers on how to approach to govt for Support Problem: Middlemen have made a business and farmers are depending on them without getting full benefit of the scheme. Solution: Educations and compulsory training on system works 2. Proper Supply Chain Management There is no track and modern system of management. Problem: Middlemen don't want them either Solution: Make privat CFA's and controlled/Audited by Big companies.

If ecommerce in food retail could have fdi it will mean amazon etc can buy from farmers and have to sell in india,farmers can sell on 20 percent to one chain, this will being down the price for food grains and sales will go up, fci cordinatee primary sales to ecom companies, this will be farm to customer in less than 3 days. Fci uses this money to open warehouses and this will further reduce wastage

Whenever they have excess quantity of food grains they should export it and keep the money in bank and earn interest on it instead of allowing it to rot in rain or because of mismanagement. whenever because of some emergency they require the grains they can import it . they should take advise of experts and manage it expertly, they should connect all the depots by I.T so that way they know what is happening at all the points and take steps to correct it. thus they can control wastage and save .

I think FCI should be a independence body where all agencies under this and there is no political interfere in price decide and cheep grain distribution. Vo cheep grain matket me hi vapus aaker sale hota hai. So government no profit no loss per hi grain matket me sale kre jab price high hone lgge and aadti per nhi jamaa khori per control kre yha 3000 gvar, sarso and jeo ke stock krne me warehouses hi help kr rhe hai unpe control kre warehouses 60% monry back deta hai stock value ka jo galt hai

it is totally unaccountable and useless because of corruption..visit any FCI godown and see the tamasha how affairs are managed. grains are getting rot and people managing are careless. if you want to improve the FCI thenmake FCI chief first accountable instead of bottom level person let him punish the individual for any laxity in managing the godowns. If PM modi can manage his council of ministers to get work done why not FCI director. In your heart you should need sincerity of purpose,nothing

Simple 3 strategies to re-structure FCI: 1. Implement a robust Supply Chain Automation for inwarding goods. Every GreenCard holder becomes a Supplier to FCI 2. All distribution from FCI to (a) State-level distribution centers (b) Private Distributors must be part of the Demand Chain Automation 3. GreenCard holders get daily/weekly stock and sales updates on his mobile about his stocks

At first separate the FCI from political umbrella and make it a autonomous body.But gov will look after it so that it can't do any mischevious act. secondly FCI should have the authority to sell the food grains in open market so that common man who don't comes under any kind of scheme started by gov. Third sell the food grain through FCI only so that black marketing should be avoided.

Sir aap FCI ko political interfere se alg krke ek policy bna skte hai jisme 65% of indian demand ko FCI stock kre and baad me export khole taki price high hote hi matket me bech skke and FCI jo price hai no profit no loss walle rkhe nhi toh political interfere votes ke liye iska use krte hai so FCI independent body ho and prices no profit no loss per sale kre and india ke demand tak buy krke hi export open kre vo bhi kuch time ke liye hi sir aisi koe policy laaye government

Promotion of Private APMC at Tehsil/village level and appointment of entrepreneurs at District/Tehsil level to carry out procurement at MSP under control of FCI/NAFED will facilitate all. Private APMC will provide professional services related to marketing and warehousing services. Local agency can open maximum number of MSP centers. This will also help both Farmers to sell their produce locally. Saving in transportation cost and wastage. Functioning of FCI will improve being controlling agency.
