The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Sir aap apni food, vegetables and fruits ke liye ek ek policies bnaye jisme log term clarify ho. Old policies ko review kijiye because old policies ke kard hi jama khori bddi hai and jo commodity matkets open kri hai usme price stable nhi rhe and gambling ke liye open matket kr di hai ye actual me koe bhi stock nhi hai just buying and sailing se price manipulation ho rhe hai and businesses per reverse effect ho rha hai. Warehouses me stock krne ka option ho but 60% money back sceheme nhi rhe plz

To strengthen MSP operations and distribution of foodgrains, strengthening of storage facilities is essential. However considering higher land and construction cost for warehouse construction, mere rental income is not remunerative. Alternate remunerative business model to create infrastructure in small villages and towns needs to be promoted. Private APMC could be one of the models. NAFED/FCI and other procurement agencies do not have adequate infrastructure to carry out MSP operations.(1/2)

FCI and fixing minimum procurement price by govt are twin serious problems.these are results of shortsighted socialist policies and have only abetted in food wastages,unbridled siubsidies for vote bank politics and inefficiencies.It should be a very easy task to study the practices in vogue in major agricultartural countries and adopt the system that will give optimum solution to us.There is no need to Barbour a feeling that India is special and try to reinvent the wheel.Scrap in 5 yrs FCI/MSP.

Sir food prices government policies ke kard increase hue hai. Government minimum price increase krti hai votes ke liye and commodity matket open krne se price discrimination bdda hai and third problem jo aap ye warehouses me food stock krne per 60% money back ki facilities dete hai usse jama khori bddi hai and aap action aadti per kr rhe hai jo imandari se kam krta hai main government ke schemes ko review krne ki jrrurt hai and ye 60% cash back on warehouses stock to abhi band ho taki jamakhori

i want to take a typical case of this, very well run public distribution system fraud running very close to my eyes.there is a public distribution shop run by a ex serviceman he had made fake below poverty line peoples cards and all the grains which come at Rs 1 or Rs 2 per kg are taken from govt. god-downs and sold at the market price.Address of the corrupt ration depot holder is prem nath gali no 5 daba road gt road ludhiana

1. Build warehouses to stop wastage. 2. Have better coordination b/w state & center to optimize the supply chain. 3. Like private sector decide on some KPIs(Key performance indicators) for each official and link their salary / perk to their performance on these KPIs. This will encourage good performance 4. No free ration instaed transfer subsidy to their accounts or give them food coupons (valid all Dhabas / restaurants etc) 5. Loop in Gurudwaras to provide free food 3 times a day (support them)

All procurement operations are infested with corruption, negligence and indifferent attitude of staff from top to bottom as there are nor stringent and true political monitoring. Lot of implementable technologies are there with R&D agencies for storage and distribution which was not at all implemented due to lack of political will. If the top is clean and motivated entire stream gets clean ,motivated and feel less jealous and concentrate on their profession with full pride and enjoyment.

There Must be Rungis Market like in paris, where farmers sell there product directly. This market should not under FCI. It should be directly controled by GOI.

Storage and Distribution network should be well connected and evenly spread out. Grain storage be aligned based on the preferred grain consumption in specific areas. Like storing a lot of wheat in Chennai or coastal region may not make sense.

Disinfect the grains before bulk storage using scientific treatment like irradiation, Fumigation etc. Store the grains in drier places not condusive to insect/ rodent infection, close to bulk carriage network like Railways. Reduce maintenance damages by bundling Grain sacks into pallets for more efficient storage and movement. Minimize Manual intervention by deploying mechanical tools/ machines to handle bulk storage, movement and distribution until the last mile is reached.
