The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

FCI should be strong enough to store the food grains, and should have more storage having good conditions. If there is any irregularity in storage, the officers from top to bottom should be punished. Mobilization of food grains should be done properly with giving proper instructions.

I'm in wheat business since 19020 most of the wheat given by government under his scheme coming back in market for resale, please pay directly cash to bpl card holders. Why we should keep large quantities of food grains I'm also against of food security,sell immediately excess stock of food grains threw Ncdex tender

Food Corporation of India These ideas are used by multinationals in other developing countries >Grain harvesting, storing and drying using modern tall silos. >Silos can be concomitantly used for conditioning the grain >Use of pneumatic/other bulk handling, weighing equipment for minimal loss in transfer >Use solar heat to drying and conditioning grain, as required >Reduce labour for material handling >Preserve grain without degradation Use agro-scientists and engineers NOT IAS officers

It is an delligent to know the concerns of the public as well as stake holders on the issue of reconstructing FCI.I beleive that store houwew should be modernised with better ways to keep the food product in good state preventing them from being degraded,use machines should be made to keep this commodities safe for and in good condition for a long period of time.

Though MSP is for 22 crops, only 3 crops are covered in reality.We have to encourage more production of coarse cereals likejowar,bajra etc. FCI working should be made transparent.A dedicated website which tracks grain procurement,its storage and distribution to outlets and displays it to public.To ensure min. transport (thus saving fuel and spillage) FCI should distribute preferably to local PDS shops.

FCI should be developed as one step solution for farmers. Each department responsible for separate activity. 1) FCI ENROLL FARMERS AND give FCI CARD. 2) FCI HELP TO DECIDE WHICH CROP IS BETTER DEPENDING UPON NATIONAL & LOCAL REQUIREMENTS 3) GIVE SCIENTIFIC INFORMATION TO GET BETTER PRODUCTION , LESS EXPANCES AND ENVIRONMENT FRIENDLY PRODUCTION 4) FCI PURCHASE DIRECTLY AT 50% PROFIT PRICE 5)GOOD SCIENTIFIC METHODS STORAGE 6)GOOD TRANSPORTATION NETWORK 7) SELL CROP PROFITABLY

The people who handle food grains of public in a callous manner should be booked for criminal negligence in whatever act that is available. They behave callously since it is not their stock. Hefty penalty for spoiling public food be imposed on people handling it.
