The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

We should store food which meets the requirement for one year stock in case of weak monsoon etc Storage of food grains above the capacity to store it scientifically - Viz : Without proper storage facilities procurement adds to wastage in terms on money as well as procurement costs . No subsidized food grains need to be given , instead cash incentives in citizen account need to be credited for purchasing foodgrains at market price - evolved after procurement , storage and distribution costs

Currently there is no clear policy and procedure defined on how the process of acquiring the commodities will work. Currently system has got lot of loop holes in terms of procuring commodities for FCI by private partners, collection and refining in the factory and than finally packing and storage in the godown. Are farmers really benefiting from the scheme or it the mandi who eats the cut of the farmers

Firstly very important is to identify that where ever there are FCI shades, what is the capacity to hold the inventory against what inventory currently we have. Wastage and Spillage should be handled carefully. All the commodities are stored in closed shade to avoid any damages. Officials taking care should be hold ownership and responsible for any damages, theft

Recommend FCI improve storage efficiency to balance agriculture ecosystems. Without storage, Postharvest loss wastes production and inputs, like labor that grew the wasted crop. Upgrade go-downs and warehouses to innovative metal storage that is never idle, adapting (when empty on integral wheels) to keep quality and volume of foodgrain harvest. NeverIdle means harvest stores off the ground, under a roof, scientifically protected from all pests and access to markets for grower NET income.

May be all that i have suggested already exists but is not implemented properly for lack of will & the selfish money oriented people whose only intention is Looting the nation at the cost of the poor. Policy paralysis is a infection for which India a very effective antibiotic.

Other option would be FCI becomes the Mother body to just procure &store the food produce,from which the states draw their requirements.A fool proof system should be put in place for smooth co-ordination & functioning between the Mother and her various children(states) without any prejudices.The supply chain must be structured in such a way that the states requirements can be met on a monthly basis to prevent malpractices.

Also state wise there should be a machinery in place for effective distribution of the food grains with a main monitoring body at the center. May be create a separate cabinet ministry with a person at the helm with integrity & sense of duty to the nation to look after the distribution & effective management of affairs at the state level.Punish defaulters & hoarders.Educate people thru campaigns & claim what is rightfully their share otherwise complain to the apex body for prompt action.

The FCI needs a complete over howling.The working conditions of the work force needs to be looked into immediately.The present storage facility is either medieval or the who is who is not doing his/her job.If the amount of food grains that are lost yearly can be saved then our country's malnutrition&hunger problem will be solved over night.The black marketing of this food stuff should stop&effective PDS should be put in place so that needy get their due.Import will stop thus save us money.

Restructuring of FCI is only done by made a pucca warehouse for all over the foodgrain.In india millions of tonnes foodgrain in evey year wasted bcoz of many prblms like not care properly by FCI workers the PDS system is not good etc.But know If we want our country world best we take a action like effective PDS system is must,make pucca warehouse for all the foodgrain to rain heavy storm and many more things...AND THE ONE THING IS MUST IS DBT SCHEME EFFECTIVE AND MUST BE PROPER,

Storage facilities are in very bad condition right now. I have seen the heaps and heaps of wheat lying in an open area in Patiala. Every rainy season this produce is wasted. Idea is to privatize the management of these godowns so that the wastage can be minimized. We can approximate the demand and supply by using the data. and stremline the inventory management. There are many supplychain companies that ll be ready to take up this issue. MSP can be decided accordingly as well.
