The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

FCI was started way back for food security with available technology of those days. Nothing has changed much since then. Huge land bank is under FCI. Modern storage technique like use of Silo with nitrogen blanket and temperature and humidity control will help in compact storage area. The old pashioned logistic must be changed to efficient transportation across the country. The funding can be done by selling of the excess land or involving private participation.

One more thing, the staff strength is very less at present in fci. That should also be kept in mind. It is easy to say bad about fci staffs from outside but I would request all to come and see how staffs are working day and night. Even they don't get overtime allowances after a short limit and also in time. No timing of work is there. Govt is paying less to the staffs but at the same time labours are getting almost 10 times more salary. StilHow do you expect them to work like Raja Harishchandra?

Govt should give the subsidy money directly to the beneficiaries. If done so, the black market and the connection of businessman and venal staffs may come to an end for the betterment of FCI and poor people. Fci godowns don't store rotten grains but after its supply from fci godowns grains are being adulterated and rotten grains are going to PDS instead of the good quality grains of fci. State distributors are playing in between fci godowns and PDS stores.good grains are going to open market.

I think the best way of restructuring the FCI is to decide how much stock the Government needs to carry and will be able to distribute in a year. Unless these figures are available and realistic, the system will never improve. The way would be to issue food coupons for BPL people tobuy food grains from open market and only carry a minimum stock to prevent any hoarding of black marketing possibility in case of paucity of grains. MSP for specific grains should be scrapped. it skews food produce.

The storage should be given to private organization. But the distribution should be under govt control. Everybody knows that FCI is a place for corruption. But what they don't know that govt pay very less to the staffs comparing other govt services. So to stop the corruption pay package of the qualified emoyees should be as per other govt departments. Fci works can be done by DPS or contractual labour instead of Departmental labours to save a huge amount of money.

FCI should have silos in all places instead of old fashioned godowns. Silo has many advantages. Firstly the wastage should be very less. Secondly maintenance charge will be cheaper. Thirdly or most importantly, the "labour raj" would come to an end. In FCI labours dont hear anything from the technical staff or depot staffs. They do on their own way. Govt. has to spend a major amount of money on them. Departmental labours earn nearly 1.5 lakh per months. Where govt can spend less in silo system.

...should be like that of supermarket distribution centres. Stage 3: dedicated distribution centre which is linked to central Computer that can request stock as needed and distributed. All three stages integrated so that stock levels are maintained all the times.

Suggestion #FCI, food procurement, food storage, food distribution is lot simpler if well thought out plan is needed so the clarity is absolute. Stage1: Food Procurement needs to use technology, collection, baggage with bar coding so the farm, village, batch, date is noted. Data on central computer loaded simultaneous. And which ware all dispatched to. Stage 2: Warehousing, needs in every Taluka connected to Central Warehousing Computer. Warehousing should be professionally managed ....
