The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Really like the idea of allowing farmers to store their produce for free but then how does the storage facility raise money? It would be best to let private players manage the entire system with the government ensuring that farmers are getting what they want and the private companies are making reasonable returns on their investment. Keep the barriers to entry low which will ensure healthy competition. Leaving it to bureacrats means it will subject to political interference and corruption.

My suggestion is that FCI should use private cold storage facilities existing in their districts to store food produce. Cold storages premises usually have big and well established gowdowns as well. They should proper software for procurement and disbursement which should give real time data. This will help central govt. know exact position and avoid pilferages to private mills.

भारतीय खाध निगम में स्थनीय जन पतिनिधि और आम जनता को इसकी देखरेख में भागीदारी सुनिश्चित की जाए और इसमे होने वाले नुकसान से प्रति बर्ष बचा जा सकता है | अंनाज सड़ने गलने के नाम पर पैसो का बदर बाट होता रहता है यह सुनता रहता हूँ | समाचारों में भी अनाज घटिया किस्म के उपलब्ध कराने के बजारों में बेचे जाने की खबर आती रहती है | खपत से ज्यादा अनाज जमा नही किया जाए और सेंटर बनाया जाए हर राज्य में जहाँ सुरक्षित अनाज रखा जा सके और गडबडी पाए जाने पर अर्थ दंड नुकसान से दोगुना लगाया जाए |

FARMERS MUST BE GIVEN 6 MONTHS FREE STORAGE. ONCE U INCLUDE THIS IN YOUR POLICY, INDIA WILL CHANGE WITH LEAST EFFORTS. WE CAN SAVE MORE THAN 10000 CRORES EACH YEAR BY ADOPTING THIS MODEL BESIDES GRAIN SAVING OF APPROX 32000 CRORES EACH YEAR. INTERESTED??? LET US DISCUSS ANYTIME AT YOUR CONVENIENCE.

Really heart bleeds to see foods getting rotten and eaten by rodents when millions are craving for food in our Country. I would suggest first storage system should be highly improved instead of traditional means, secondly FIFO Method should be followed for the grains and incase of stock getting overdue it should be distributed to poor people with out proper supervision of govt. Also PDS should be properly monitored to avoid corruption and if possible it should be outsourced.

Provide free storage to farmers for a maxm period of 6 months in Grain Terminals. 3. Whoever owns grain terminal must be waived off market fees and rural development fund 4. All selling should take place only through grain terminal. Grain terminal must share profit with farmer in 40:60 ratio. Farmer must get bigger share

reserved what maximum qty are in warehouse. low quality of foods should be distributed to BPL person and trade to state government,this distribution are monitoring by private NGO.or else. Once get some money from distribution ,used to make it new warehouse on priority basis.but any how our foods should be not waste.

FCI has been a mis managed government entity so far. To overcome the present problems I suggest the following action points: The Procurement, Storage and Marketing/sales may be made three distinct functions. May be corporation can be divided into these three sub divisions for this purpose. Accountability in all the matters to be clearly defined and fixed. Professionals may be brought on board for the administration.

Outsource the entire process of procurement, storage and distribution to both public and private parties. Outsource process should be monitored by a govt appointed INDEPENDENT body with the objecive of minimising cost and maximising efficiency. Allow farmers to trade their produce directly to wholesalers/retailers as they like. INDEPENDENT body should also ensure transparency and should review and revising all aspect of the process aimed at increasing efficiency and detering rent seekers!

Sir, Food distribution system in India is very poor. A single person is getting free/ subsidized food four times.By Ration card, BPL card, Food security bill, and so on... I sujjest Govt should have its own brand and sale the product in open market at cost price or subsidised rate which remove all other scheme it will save crores of rupees spend in distribution system & black marketing will also stopped. If required I can give full demo..
