The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

FCI is junk and a direct source of income for the employees not for the govt. Complete restructuring is needed with strong audit and compliance regulations. There should be more accountability for each and every grain FCI posses. Processes should be in place to make sure every grain and not wasted. There are evidences from past that FCI godowns has wasted thousands of Kg of grains whereas, people were paying more and more prices to get the same from market. So, a complete overhaul is required.

the FCI may part with five divisions 1. control 2. storage 3. distribution 4. purchase 5. vigilance. all the divisions work separately without hindrance in other division. first of all the wholesole control seen by the controller, who is wholesole responsible for other four divisions. vigilance may be a private body consisting of the state M.L.A.

1. Food Grain Storage should be done at local level like block level. It will reduce transport cost for farmers & Ration 'PDS' cost. 2. Procurement should be done online with farmers registering themselves on the FCI website & purchase is done without disparity. 3. Gov should establish storage & Aatta chakki plant at district level by PPP to fulfill local needs. 4. Storage officer should be made responsible for Grain rotten.

Use monolithic domed sylos for grain storage. This is the most efficient and economical design and capable of with standing natural disaster. The entire unloading operation can be located within the envelop . Little chance of wastage during handling. The construction time is also less. Do it please !

Ensure that the officers and workers are doing their jobs, keeping the storage secure, insect free, flood free and as per norms laid down by independent Surprise Teams from other Departments..

FCI should perhaps be privatised to make it more efficient. They have not been able to create adequate food storage facilities despite the fact that everyone has been talking about it for ages!

FCI should work like public private partnership. FCI should be listed and share can be issued to raise funds and also invite foreign investment in to it. This will help to raise funds for improving storage technologies. And accountability should be fixed for wastage or losses of food due to any reason. Continuous monitoring of warehouses is required and system like software based Management Information System (MIS) should be initiated.

Privatise Warehousing,Storage & transportation facilities, invite & nurture best supply chain talent to plan, organise & deliver. Open the FCI for private audit, report the stock openly, let people organisation bid for it, store some for the PDS only to most deserved, people need money not too cheap food which is rotten.Farmers deserve their true and open price for certain quality of produce & not farm subsidies.Our FCI is managed probably by just senior people without market experience.
