The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

1.FCI should run digital Mandis, instead of Mandis being run by brokers.2.Central FCI Servers should connect across India to obtain best prices,like the National Stock Exchange does for Stock/Derivative Instruments prices.3.Storage of Grain should be done be in privately out-sourced Wooden vertical Silos,not in warehouses in Gunny Bags as currently done.4.FCI to run irradiation Centers for processing fresh farm produce.5.Railway wagons to be avoided;instead use GPS Enabled Trucks&Bar Coded bags

We are not maintaining our Stock of FCI in whole country. We are wasting lot of money. I am very much disappointed from working of FCI the full department is careless, in aficionados, dishonest, anti national in last 80% staff is excess. So please do something and save the India.

Our honourable PM Sri. Narendra Modi has stressed on cleanliness of India through his dream mission Bharat Swachh. This cleanliness also refers to one's cleanliness of heart and transparency in transaction. Once this is achieved majority of FCI problem will be sorted. The storing, transportation distribution and security should be based on scientific approach and a model based on QM.

This is very good decision for restructuring of FCI department ... What cost of total FCI & what is the benefit to our farmers , rural areas , poor peoples ...Nothing ..Total PDS RASAN CARD is a corruption centre .. Our honourable PM has vowed to clean India through mission bharat swachh. This cleanliness also includes the cleanliness of heart of one self also. If this is achieved 70% of FCI problem will be resolved. Remaining 30% remains on scientific approach of storing and a model for transportation and distribution system.

PDS ONLY FOR BPL. STATES SHOULD RESTRICT FREEBIES TO CATCH VOTES. UNIFORM AVAILABILITY OF FOOD ITEMS FOR ALL POOR AND NEEDY. IF INEMERGENCY CENTRE MAY CREDIT TO THEIR BANK ACCOUNTS THRO FINANCIAL ASSISTANCE. ALL CARD HOLDERS SHOULD BE ELIGIBLE TO USE ONLY DURING ACUTE SHORTAGE OF ESSENTIAL COMMODITY. NO STATE SHOULD PRINT AND SELL CM S LOGO . EITHER NATIONAL SYMBOL OR STATE SYMBOL SHOULD ALONE BE USED. ALL DISTRICTS SHOULD HAVE SUFFICIENT STORAGE PLACES. OVER PRODUCTIONS SHOULD BE SENT TO PDS.

1. FCI has to set up local warehouses - at Mandal/Taluk level. If required, farmers' participation in terms of investment in this also can be considered. 2. Processing like milling of the grains can be done locally and stored in the same godowns for distribution by PDS. 3. Stock database can be maintained at centralized server, made online, so that the movement of the processed grains can be done based on the need. 3. FCI has to provide paid warehouse facility for grains which it is not buying

FCI means Fraud Culture of India. Kisan, consumer & guv suffers. Wheat is sold to bislery units for drink @0 cost + carry charges. YEARLY BIG LOSS TO ALL BUT WINE FACTORIES SHINNING. 1. FIX RATE FOR FARMER & CONSUMER. 2. LAWS TO PUNISH GODOWN CARETAKERS FOR MAFIA WORK. 3. ALL AREA UNDER CCTV 4. CLOSE PDS- RATION SHOP. 5. DIRECT MONTHLY MONEY IN BANK A/C OF VALUE TO STOP FRAUD.

We need database of crops grown at District level. Infratructire for storage , packaging and processing to be developed locally with formation of co-operatives, especially by rural women in collaboration with FCI. We need PPP model excluding vested interests.

The purchase procedures should be changed as there is corruption in purchase and commission agents are made intermediary in between the farmer and FCI. The silos or storage facilities should be built to prevent wastage within 100-250 kms of production. the PDS distribution should be bar coded till the last mile and grains be distributed in packaging instead of loose grain . use of internet network for supply chain logistics should be encouraged at lower levels too.
