Under Section 3 (3) of the Electricity Act, 2003, the Central Government may, from time to time, in consultation with the State Governments and the Central Electricity Authority, review or revise, the National Electricity Policy. In compliance of section 3 of the Electricity Act 2003, the Government of India had notified the National Electricity Policy on 12th February 2005.

2. According to Section 66 of the Electricity Act “the Appropriate Commission shall endeavor to promote the development of a market (including trading) in power in such manner as may be specified and shall be guided by the National Electricity Policy”.

3. The Central Electricity Regulatory Commission (CERC) and State Electricity Regulatory Commissions (SERCs), in the discharge of their functions, shall be guided by the National Electricity Policy under Section 79 and Section 86 of the Electricity Act, respectively.

4. In this regard, it is informed that the Ministry of Power vide Order dated 12.04.2021 has constituted an Expert Committee under the chairmanship of Shri Gireesh Pradhan, Ex-Chairperson, CERC to prepare and recommend National Electricity Policy (NEP), 2021 (copy enclosed). The Expert Committee is required to submit its suggested draft NEP 2021 within two months.

5. The National Electricity Policy, 2021 needs to play an important role in deciding the future of the power sector with renewed reform measures for the economic growth of the country. The main focus is expected to be on decarbonization, power market development, distributed generation in view of rooftop solar and other reliable new technology, etc. The policy may be consumer centric i.e., giving choice to consumers, better services, reliable and quality power, etc. Security of supply, cybersecurity, resilience in the power sector in view of the disasters management, securing supply to all consumers but in particular, all the essential loads in the event of any crisis, etc. are others areas of importance.

6. The suggestions of the various stakeholders including State Governments, Financial Institutions, Industries, consumers, etc. are very important for the future of the power sector. It is requested to submit your brief suggestions along with the suggested specific formulations, which you feel that need to be incorporated in the NEP 2021, in around 1000 words on the MyGov portal.

All non green equipment such as air conditioners, more than one petrol/ diesel car should be considered as liability for purchase and installation of solar panels in the house or office premises within 3 months of purchase Thus the harm to environment caused by the equipment is counter balanced by electricity produced by the installed solar panels Contest of atma nirbhar housing societies and villages can be started Solar Mobile charger can be a big hit and and let's export it to the world

To promote Rooftop based solar power plants to individuals and organisations , incentives like rebate in income tax should be given like in Home loan . Other privilege like direct subsidy, rebate in electricity bill , loan on easy terms may also be given. In such cases , the condition of Minimum Meter Charges should be exempted.

The production of all inefficient electrical equipments must be stopped at once and only efficient equipments are to be promoted and utilized.

All the overhead HT and LT lines can be converted into underground lines with a dedicated pipeline system. It will reduce theft and save lives of living beings in case of any natural or man made disasters. In addition we can utilise the space used fot this HT lines we can start a tree plantation drive.

In the new draft policy all the overhead HT lines shall be converted into underground lines with a dedicated pipeline system..it will help in reducing theft and will help in saving lives of any living beings. Further we can utilise the empty area for tree plantation.

Electricity companies / Discoms should not give any subsidy to anybody and minimum guaranteed returns should be there. If any state government wants to give subsidy to any section of society, they should also buy pre-paid units from these Discoms. If states are giving free / subsidy to farmers, their MSP should be adjusted accordingly, as MSP are computed based on costs, including electricity. In such cases farmers should not be allowed to enrich twice.

Sir in the new draft policy we can make all the overhead HT lines into underground lines. It will reduced theft and will also save our citizen and animals from any death...

Free Electricity to Farmers & subsidies are sticky political issues. So, Farmers should be taken off grid. Self-sufficiency for Farmer house holds should be promoted. Wind Turbine, small Solar panels etc should be produced within India - which will provided to the farmers in a subsidized rate. Gobar Gas will be promoted for Cooking instead of Electricity or LPG. One time subsidy to Farmer for self production is better than life long Free electricity.

India needs a National Electricity Plan 2047 to define - How India's Electricity sector will be in 100 Years of Independence. National Railway Plan 2050 can be taken as template. Some of the Goals can be ~ "Ease of Living" for Electricity should be defined - looking at the best practices across the world. ~ World's Most efficient Distribution network ~ World's Lowest cost Electricity [to generate jobs] ~ Electricity as base for all transports - Trucks running on electric highways etc
