Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

You can share your Comments/Views/Suggestions on Draft Guidelines and Regulations for establishment of World Class Institutions by 28.10.2016.

The education system in India is very poor because ,Politics is to be entered in our education system.I would like to some improvement in our education system:- 1.No biasness in recruitment of VC and Director of Higher Education Institutions means more and more educationist, learned renowned person should have recruited and no political interfere is there. 2.Our institutes should have developed more and more research and innovative oriented.

Few suggestions observed as a student at IIT Delhi: 1. Professors should have the freedom to innovate and experiment on their methods of teaching. 2. Professors should earn the most when compared to their peers in private or public sector such as doctors. Also, courses to improve teaching practise should be introduced and made a prerequisite for prospective professors - courses which focus on concepts such as motivating students, innovating in classroom and psychology of students.

#UGC सबसे महत्वपूर्ण है उन संस्थानों को को सरकारी नियंत्रण मे लिया जावे जो 30-40 सालों से कार्य कर रहें है पर गुणवत्ता पर ध्यान नहीं दे रहे है

A few of my suggestions for #UGC, #WorldClassInstitutions, #MHRD, #UniversityGrantsCommission, #MyGov : 1. Do not put any fee restrictions, let the Institutes and pupil decide. 2. Do not insists on quota for academicians. let the Institutes decide on merit. However the insitutes may be suggested to avoid academicians with known extreme views especially on religion, cultural aspects. 3. Do not put any quota restrictions on pupil intake, let it be open to all based on merit

Indian college's need to be upgrade.we need a creative minds to take study's or students at higher levels as comparison to the other colleges . So teachers also should be upgraded themselves for making higher possibilities for valuable education so that our country's education system is also considered.

As India joins the fourth industrial revolution(digital), digital skills and soft skills are vital. Robotics, bigdata, machine thinking etc is coming. Are we prepared as a workforce?accreditation of colleges and schools in India is a sham. first three years in school teach only discipline in cleanliness/following rules, devotion to country, time conciousness, sports,ARTS, etc like japan does.NO BOOKS! foundation for desirable attitudes and habits for rest of their lives.

We are developing country as per developed countries. The education here may not be to their standards. There is no doubt universities need to be upgraded. Developed countries are fusion of creative minds and implementation of the technology to encash their team work globally. I am impressed with the Ted talks. The topics discussed on a platform with finest minds of the world. How our universities can take forward such subjects with min resources to make it reality and stay abreast with time.
