Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

Indian Government every year give Thousand Million Rupees To IIT and NIT,but after Student passing out thay work for multinational company or going for JOB USA oR Abroad.Government fill bond before take admission minimum 5 Year work India Government sector Like Defence,BARC,DRDO,ISRO. Than India Become Super power after 10 year.

The education system should change with time. The present system of high marks is mugging up and no creativity. Education is nothing but ability to concentrate and understand . The students should be given subject of their choice to bring out creativity and grading should be on skills to solve the problem. With Internet practical solutions videos are available. The new generation of students should be taught in such a way developed countries will find difficult to compete in creativity.

There should be proper framework for interested candidates non formal streams and industry to contribute and acquire higher academic credentials and contribute to research.

innovation can lead india in the sector of manufacturing and shaping education system. unlike make in india campaign innovate in india campaign should be launched and pass outs of leading institues of india and the world should be approached. innovate in india campaign should be attched to the universities. talented aspirants of different nationalities should also be welcomed.

In respect to CBDT, I want to suggest that, form no.26AS of income tax available online, the details of TDS,Advance tax or Self assessment tax, or details of Refund duly found, but, the tax payable as per return, or by assessment under demand notice should be relected in the form 26AS, so that the complete details of credit , debit, and refund can be reconciled, It can be maintained as bank passbook, further, I want to suggest that, please start on Self Help Discuss task, thanks, best wishes

The final thing towards establishment of world class institutions would be to carefully analyze and assess the feasibility of implementation of educational policies of Western countries in India. This must be implemented as much as possible as if it has worked for the western countries, it has a 90% chance of success here. Say we can look at what the USA or EU does to propel their scientists worldwide. Technical assistance from giants like CERN, NASA and ESA will help us too no doubt. Jai Hind.

My suggestions on research development priorities: Deep Space Observatories in Mountains Plasma Research Particle Accelerators Others Govt. must form a separate system solely for this field. Govt. must and should fund the research activities at a HUGE scale. The norms and application processing procedure for govt. assistance must be eased down and fast tracked as this is also a reason for brain drain. No one would like to wait an year for govt. assistance. They would prefer going to west.

India lacks in research field,thus the dependency on foreign nations,especially in defense. My suggestions- Develop all IITs to next-gen level. Create 10 unmatched research facilities at least in country.These must be widely distributed in entire country. Develop research facilities of all fields with priority in Physics and Chemistry. Developmental plan should be such that there are at least two labs of same field in opposite directions (South and Central India or something similar)
