Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

My knowledge of the education field is limited. In my view the student of the Future will be relying more on computers and stored information like formulas, papers, worked out examples should be a click away. Our countries database of text books, references, reference books should be on cloud with a proper backup in case of cyber war. The system to access should be extremely fast and simple. The students of any field should be able to access. He does not have to remember everything taught.

We have some of the existing institutions which we can transform them to be the best. One thing for sure, the institutions of higher learning should be research focused, as we grow in research our teaching and learning will happened to be the best. The guidelines and regulations should be based on our vision, goals, and philosophy. We should do away with UGC, the term implies something else in its function and philosophy which would irrelevant based on our new aims and aspirations.

We had world class Universities like Nalanda and Takshashila. We certainly can aspire to create some of the best Institutions in the world. Let’s have a vision and goals for that matter. We can send a team of professionals to study what some of the best Varsities are doing and we can benchmark their best practices. We can aspire to have some unique propositions which those best universities do not have, this way we can carve out our uniqueness.

In respect to making world class educational institution of UGC, I want to suggest that, Knowledge, system, infrastructure and envionrment or atmosphere is very important for quality education, in respect to infrastructure, college building, furniture & fixutures, computerisation of whole systme and lab including projector for teaching, CCTV camara, comfortable sitting arrangement for students, library, laboratory and all other latest infrastructure must be compulsory of college, best wishes

NEED TO INCREASE EASE OF EDUCATING IN INDIA which is one of the worst in the world. We need "FOR PROFIT EDUCATION" in HIGHER EDUCATION (ironically to bring down costs and increase quality) and COMPLETELY AUTONOMOUS UNIVERSITIES for WORLD CLASS UNIVERSITIES so that CORPORATE AND BEST UNIVERSITIES CAN CREATE HIGH QUALITY SUPPLY IN INDIA. To give an example, there are more Amity colleges outside India in developed countries than in India. NEED TO INCREASE EASE OF EDUCATING IN INDIA

7) There should be specialized courses for "drainage system mechanics", "Quantum mechanics", "Infrastructure engineering" etc.

4) A highly dedicated lab should be there for Science, Mathematics, forensic and weather research. 5) "Innovation festival" should be organized every year by such universities nationwide to promote innovation among indians. 6) A dedicated lab should be there for research in IT & Cyber security.

1) Concentrate more in research, innovation and advance technology 2) There should be COMPLETE freedom to do research in any topic , research and development procedure should be target/production oriented so that India can use these research to develop advanced useful application in future. Research shouldn't be a made just a piece of paper. Its implementation is a MUST. 3) There should be very advanced lab in every such institute with advanced instruments like 3D printer etc.

In higher education we should not only focus on textual readings rather students should be exposed by adding extra curricular activity in syllabus. Teacher's should not think that by completing there academic syllabus there job is finished.
