Where there are depleted production, shortage of irrigation water, rainfall depending fields, once in every fourth cycle of farming activity should be stopped and cattle ranching activity encouraged to improve soil carbon quality and seamless profitability due to cattle ranching.
This will spread the importance of cattle in the farming activity and breeding activity at every farm field.
That period Govt should give farmers substantial subsidy for saving energy and environment.

We can create competitive spirit among the state governments by implementing performance measurement tools (key performance indicators KPI) on waste management functions. We should have 3 categories cities, towns, villages. The KPIs can be
1) Generation of solid domestic waste (in tons) per person per day (this can be further categorised plastic, glass, metal, biodegradable) note : industrial biodegradable waste qty shall be included.
2) Generation of solid manure (in tons) per head per day.
3) Generation of liquid sewage waste(in liters) per head per day.
4) Generation of liquid manure (in liters) per head per day. (Standard for liquid manure generated from sewage shall be defined & published )
5) Quantity of drinking water supplied (in liters) per head per day. (standards for drinking water at discharge point to customer shall be defined & published)
6) Quantity of groundwater extraction (in liters) per head per day.
MoEF should monitor& audit these parameters include in dashboard.

Fertiliser is a sensitive chemical component, hence it should be handled with correct protocol.
Contactless drone application should be implemented. This will reduce diseases due to farm activity.
Fertiliser subsidy can be diverted to such an enterprise which engage in farm fertiliser application. (Not manufacturers or farmers)
Such company know the quantity and timing and method of applications which they will undertake.
This will reduce pilferages and optimum utilisation of fertilisers.
