Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

Mr. Prime Minister ji, i am a great fan of yours. please attention on my point. This system is very good for BPL people.but please modify and transform this system with time to time to minimize this eligibility for beneficiary. please insure that people should not leave their hard working style due to this available Yojana.

Respect The Indian Flag Campaign (1)Initiate an awareness program to educate Citizen in India and Overseas.(2 Ask Cricket / Hockey playing nations to announce before, matches using the Print & Electronic Media requesting the audience not to disrespect the Flag and observe the Flag Code.(3)News channels as well as the Print Media to help us in this awareness program.(4)Involve the Ministers, MPs, MLAs etc.(5)Start this Campaign in Schools/Colleges. Existing cultivation fields are converting for different purposes. Certainly it will reflect on Food Security. So, we have to reserve to some land for food cultivation purpose. Different Governments having their won polices, and that particular land purpose will be changed. So, better to hand over that particular land to UNO's agriculture wing for agriculture production and research purposes. For example take ICRISAT. It will survived for ever, for that particular purposes.

It would be a better move to target the public distribution centres who are the known culprits for insufficient supply of food to the needy. Ration shops should be brought under constant scrutiny and licence for running such shops should be given only after a detailed enquiry, to ensure that the food grains, kerosene and sugar which are supposed to be distributed to the needy, do not get sold in the black market.

We need such system in place and then we can make use of food wisely and that too with the smiles on poor person's face and one who shares the food. Please think and lets act on this!

Can we create one system/chain wherein people who want to provide their leftover food can contact and ask them to collect the same. That Food then can be distributed to the needy one. one who can't afford to buy daily meal. Doing so, all people who can't afford to buy food can contact/meet our volunteers/chain members (may be a call center / central booth is needed) and can have any food available to them. Why i'm suggesting this is because i've seen lots of food getting dumped in a dustbin.

I have one very useful suggestion to make. I've been thinking about it for a very long time. It's related to using a leftover food. We all know there are cases when people usually order more than they can eat and result is lots and lots of food getting wasted. First i would like to make one thing clear "Leftover Food" here means a food which is not used at all. like suppose i ordered 3 burgers and i only ear 2 of them, third being not used(not even opened) then thats a leftover for me.
