Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

जिस प्रकार सिलिंडर सब्सिडी न लेने के लिए लोगों को प्रोत्साहित किया गया और कई लोगों ने स्वेच्छा से बिना सब्सिडी वाला सिलिंडर लेने का फैसला किया जिससे देश को आने वाले समय में देश को आर्थिक भार से बचाया जा सकेगा। उसी प्रकार खाद्य विभाग भी ऐसी योजना आरम्भ कर सकता है कि जो लोग राशनकार्ड के आधार पर मिलने वाला राशन न लेना चाहें या न ले रहे हों, वे खाद्य विभाग को स्वेच्छा से ऐसी योजना का लाभ टी त्याग करने की सुचना दे देवें।

Extra quota should be granted to the family having GIRL CHILD. The ration should include healthy food such as ghee, butter and food with vitamins to improve health 0f consumers.

Solutions emerge when people explore, start thinking... Our suggestion may help... but it is the suggestions of people involved in creating the food security who know better, they know the challenges and solutions too...someone needs to act???? with right intentions/vision...

Good governance is about have a right vision, honest and efficient working...and reviewing the situation periodically for improvements... for any subject, like food security... we need to ask ourselves if we are following this basic principle... if we are not, there will always be challenges... Corruption, poor storage/transport management, losses in distribution...are the major challenges...we all know it for decades... we also know what needs to be done???

Computerise the system from farm procurement, warehousing to distribution in PDS shop. PDS shop to consumer should be through mobile terminals. This will reduce corruption within FCI and PDS system. System needs to be set up a private sw company and not by FCI to avoid loopholes. .This should be used to reconcile procurement vs distribution, understand and plug the leaks in distribution system. Estimated 30% of the grains are wasted due to lack of storage, govt needs to build modern warehouses.

Sir Four things whs price needs to be contrld R onion potato tomato and milk.for fst three there needs to be radioactive processing plants For onion potato and tomato in every dist So that every frmr can get their food processed and increase its shelf life by 6 months and their price remn contrld. Cost of setting plant is 5 cr govt alrdy giving 50% subsidy.if every dist have one plant TTL cost arnd 3000 cr.there will be incm also job also price contrld .the at alrdy 12 in country.do somthg fr poor

We have good production of agri products. The issue is storage. A big number of % of agri products are destroyed due to improper storage condition. My suggestion is to have good number of storages for foods and need to circulate the stock on timely basis.

Continued....Lots of milk giving animal are being slaughtered not only for meat but for exporting various body parts mainly to CHINA illegally for making so called CHINESE MEDICINES. This has to be stopped immediately. if the steps are not taken urgently buffalos will extinct and will only be seen in books. Another way could be importing new breed of animals capable of producing bigger quantity of milk. Cattle farming should be encouraged by providing assistance. KINDLY PAY URGENT ATTENTION.
