Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

Manniya Pradhanmantri Ji Food Security Yojana BPL parivar ke liye India Gov Ki Bahut hi acchi Yojana hey. Jinko BPL me hona chahiye tha wo to APL me hey or jo APL me hone chahiye wo BPL me. Me yahi Nivedan karna chahta hu ki ij yojana ne pahle aap ek baar BPL survey Punah karwaye or Jo Sahi Mayne me BPL ke hakdaar he unhe BPL me samil kiya jaye

A better housing policy for Urban sector. I stay in Thane, near by Mumbai, willing to have my own house since last 5 yrs. however still i am not able to buy.Reasons - there is builder & Agents lobby who are controlling the housing pricing but not the government. Every month rate is increasing by 100 to 300 Rs/sqft. Solution - People who do not own home should get 95% loan facility with low interest rate and who own home should be charged extra tax. limitation of words need more space 4 words :(

DEAR SIR, WE SHOULD CRITICISED FOOD GRAIN TRANSPORTATION DONE BY FCI, I WANT TO SAY MINIMISE TRANSPORTATION OF FOOD GRAIN BY USE LOCAL FOOD GRAIN FIRST TO FULFIL LOCAL PDS DEMAND, REMAIN GAP SHOULD FILL BY FROM OTHERS AREA. LIKE IN ONE VILLAGE PDS WHEAT DEMAND IS 100 QUL. AND IN THAT AREA FARMERS PRODUCE 80 QUILTS. MARKETABLE WHAET SO, WE SHOULD PURCHASE FIRST THAT 80 FROM LOCAL FARMERS AND REMAING 20 FROM OUT AREA BY THIS WAY WE SAVE COST OF HUGE DISTANCE TRANSPORTATION, MULTI MOVEMENT OF FOO

DEAR PM I HAVE BEEN A PART OF CIVIL SERVICE FOR ABOUT 37 YEARS.I HAVE OBSERVED THAT MOST OF CORPORATE HOUSES ARE CREATING HUGE LAND BANKS WITH THE HELP OF GOVT.IN THE PRETEXT OF CREATING JOBS BY SETTING UP MANUFACTURING /REAL ESTATE ESTABLISHMENTS.BUT MOST OF THE LAND ACQUIRED IS LYING UNUTILIZED FOR DECADES.EVEN IN MANUFACTURING UNITS THAT HAVE BEEN SET UP, A LARGE PORTION OF LAND LIES IN WASTE IN THE NAME OF FUTURE EXPANSION WHICH NEVER COMES. VERY LARGE NO OF UNITS SICK/ CLOSEDWASTING LAND.

Direct Benefit Transfer scheme should be extended to Public Distribution System too as this would plug leakage of subsidies extended not only by the central government but also by various state governments which would help reduce their budget deficits

FCI was set up to provide food security to people in drought yrs. The objective was good but it needs reform. Some of its maladies need immediate redressal- Excessive procurement, Huge leakage during transport to storehouse, Unscintific storage & consequent rotting & loss during retransport for export/ PDS. 70% people do not need food subsidy. Farmers need more AC storehouse to protect their fruits/vegetables from quickly getting spoiled. Reduce the role of PDS by direct benefit transfer to A/C.

Bharat ki losankhya har 20 saalon mein 20% se jyada badh rahi hai aise mein hamein hamaari janata ke liye jyada se jyada khadya taiyar rakhana chahie . isise ham bhavishya mein honewali bhukh mari se bach sakhenge. hamein jarurat se jyaada istemaal nahin karana chahie, taaki jisako khadya ki jarurat ho unhe kam na pade. kewal khadya ka utpanna badhanese hamaari taklif nahin mitegi. Loksankhya ko ek niyantran mein lana sabase achchha upay hoga jisase khadya utpanna par jyada dabaw na aaye

Developed counties, with lesser population, apply oligopolistic models for large scale production and packaging of food. In India, we can create cooperatives where people work together (larger land area) but share profits in the proportion of land area. The government can impose restriction on sale of agricultural land and encourage agriculture based cooperatives through liberal start-up policies but good governance and audit mechanism to avoid hoarding.

Uniform TPDS shall be introduced in all Indian states.Long ques for purchasing commodities shall never be appreciated. All essential commodities shall be available at subsidized price.Locally made products having good quality shall be given priority.Billing using computer and Store keeping using a software on net work is required for monitoring.

People talking of PDS and food security, should think twice before making policies. Please visit Kolar and Chikkaballapur Districts in Karnataka. These two are the most backword districts in all catagories of development. The shortage of drinking water, no water availability for agriculture and no fodder for animals. If a borewell is dug, even at the depth of 1250 ft, no water is available. The ground water table has vanished and no water in the tanks and ponds due to lack of sufficient rains.
