Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

Please stop the PDS totally. Instead replace it with cooperatives which run canteens and give breakfast, lunch and dinner for INR 5 only like 'Amma Canteen'. PDS rice is sold in open market and is a constant source of corruption. Please ensure that every city, town, village has one canteen in every 10 Kms

proper packaging should be maintained and it should be fully computerized., that is each package should contain one barcode corresponding customer.proper security systems such as cctv etc.,also to be provided.

I want to draw attention towards Shanta Ram Committee report on functioning of FCI,in which it has been recommended to leave procurement of food grains activities in food grain surplus states.State Agencies still do not have trained competent staff,and they deploy drivers,etc.for procurement.This practice results purchase of food grains not confirming to specifications,sometimes beyond PFA standards.This enhances purchase of substandard foodgrains,which becomes health hazards Lateron.

The limit of rs 27000 per annum for a house hold to be eligible for becoming bpl card holder is not correct which works out to rs 447 per person month ie 15/day . this policy is forcing public to give falls declaration to entitle themselves for govt benifits in a small city a beggar earns 100 rs per day.in my opinion the limits should be revised to a justifiable limit The grain storage should be planned in a manner so as to distribute to needy rather then store and decay in govt warehouse

ADHAR works has been stopped at Bhubaneswar for unknown cause. As there is no strict target is not given to state government, everything will be loose. At least the forms which their office has received so far must be enrolled & SMS of probable date of Photograph should come to respective user's mobile. Many governments fearing, if their voters once digitized,the corruption will decrease drastically. Central Government should take special interest in completing 100% Adhar to the citizens.

It is unsurprising that India is home to the largest number of malnourished people in the world despite being one of the world’s fastest growing economies (Deaton and Dreze, 2009). Food security is thus a highly salient topic at the highest levels of policy-making in India, with the National Advisory Council (NAC) working on a Food Security Bill that would expand universal coverage of food items via the TPDS. Under these circumstances, considering and evaluating alternatives to the broken TPDS.

The PEO study found that 70% of BPL cardholders strongly prefer local varieties of food to those offered at their Fair Price Shop, with large variations in preferences across regions. Finally, the tying of entitlements to fixed locations of Fair Price Shops limits the effectiveness of the TPDS in providing food security to migrant labourers.

An alternative policy option for improving the functioning of the TPDS would be to use the same UID-linked Smartcard infrastructure to reduce the leakage in the status quo. Such a system would be based on issuing UID-linked biometric cards to BPL households, which would be scanned at the FPS using a PoS (Point of Sale) reader. Commodities could only be disbursed upon biometric verification.
