Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

The Targeted Public Distribution System is a central pillar of India's “inclusive growth” strategy and the main instrument for ensuring food security. It is also staggeringly inefficient. A nationally representative audit study conducted by the Planning Commission found that the government issues 2.4kg of grain for every 1kg that reaches the poor, and spends Rs. 3.65 for every Rs. 1 in benefits received.

The quality of food grains and flour distributed through TPDS shall be monitored using a efficacious grievance redress mechanism. In addition to food grains, essential commodities like sugar,salt,provisions,cooking oil, Soap/detergents/tooth brush,paste ,stationery items,school bags, LED bulbs,kerosine LPG ,vegetables and milk shall be made available.Bio metric ID cards may be issued to the families for the purpose.This shall be a village hyper market.

c) Loan holiday for 5 years, interest waiver from government for 5 years. In practice I am almost asking for a waiver but I dont want to call it that because everyone will swindle the system out of more loans. d) Rapid industrialisation with time bound project execution to provide alternate and real jobs so everyone can admit farming at small scale was remunerative in a different era. Mankind has moved on. Focus on labour intensive sectors like consumer items, garments, shoes etc.

3) The above will give some mild relief, but the real issues are as follows. Most suicides are due to the farmer realising he is in a debt trap that he cant come out of. a) Rainfall is erratic. Do the jhingalala dance to gods or offer drip irrigation systems at competitive rates b) Social counselling: Marriages and deaths do not need to be celebrated using loans double of your net worth. Sounds mean? You try feeding 3 villages on every occassion or be socially boycotted forever.

Heard the news about Farmers Suicide today here are my suggestions 1) Food act is a minimum requirement in this area. It should be focussed on this and other distressed areas like this, not the whole country. Tell every family that no matter what happens, you will not starve. 2) NReGA should provide basic employment in this area, not others. Focus on these areas, tell them the government will give you work if you dont have any of your own.

we want growth. and all the things wanted for that we have. our geography location etc all is favorable but we are to care less. if we only put one sector say tourism and only one part of it means religion tourism we have almost all big hindu destination for momdens we have akbar's rich history they all called their names also in namaz and rich mughal history for buddhist we have lord buddha's destinations bt who cares. then we called we are poor we are not poor our fundamental thinking is poor.

bio-metric ration card wouldnd be issued .the card number includes the details of family members and their addhar no.so no dublicate ration card will be issued from local food authority.In lucknow PDS shop opened only 1 or 2 days for every month.so for improving this difficulty a serial no. alloted to every card holder for every shop and alloted him a specific and fixed time period for every month to collect ration

digital technology in all distribution network link to Adhara card or smart card will be more accountable.we need make ready made building plan detail outlay of good storage warehouse, every railway ,or port central govt can built one of such in different states to minimize the loss against flood .
